According to the Standard Club, its correspondent Dias Marine Consulting reports that the Ukraine Cabinet of Ministers has abolished the Ecological Inspection Service. It is to be replaced with the State Environmental Service. The new service is expected to begin operating in early September.

Ukraine has temporarily stopped State Ecological Inspection attending vessels in Ukrainian ports for two months, according to Ukrainian P&I correspondents Dias Marine Consulting. The inspections have been halted up to around 21st September 2019. 

Ukraine seized a Russian tanker moored in a river port near the Black Sea, in retaliation for Russia’s seizure of three Ukrainian vessels and arrest of 24 sailors in November 2018. According to Ukraine’s SBU security service, the country seized the Russian tanker 'Nika Spirit' in Izmail.

The ITF has called on the Sri Lankan government to release the Ukrainian Captain Gennadiy Gavrylov, who has been stranded in Sri Lanka since June 2016, when local authorities arrested his vessel 'Avant Garde' in relation to the illegal importation of arms.

The International Tribunal for the Law of the Sea (ITLOS) has ordered Russia to 'immediately' release 24 Ukrainian sailors who were seized along three naval ships off Crimea in November. Meanwhile, Moscow claims the sailors violated its maritime border.

According to marine insurance provider Gard, Ukraine announced some changes at the ballast water regulations in its ports. The control of segregated ballast in Ukrainian ports has been cancelled and ecological inspectors are no longer permitted to inspect vessels for the purposes of 'ecological control', including taking and analyzing samples of ballast water.

Ukraine issued an appeal to the International Tribunal for the Law of the Sea (ITLOS), asking Russia's release of three detained Ukrainian navy vessels and the twenty four crewmembers that were onboard. Ukraine asked the Tribunal to preserve the respective rights of the parties to the dispute or to prevent serious harm to the marine environment.

Ukraine Sea Ports Authority is thinking of attracting investors for the implementation of a public-private partnership project, in favor of the creation of a terminal for the reception, accumulation, storage and bunkering of vessels by liquefied natural gas at the seaport of Reni.

In response to escalation of tensions in the Kerch Strait, the European Council added eight Russian officials to the list of those subject to restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine.
