Environmental Protection Agency to increase ECA enforcement

Max sulphur content permissible is to be reduced to 0.1% by 2015 The United States Environmental Enforcement Agency (EPA) has announced that it will trial vessel fly-overs to monitor compliance with MARPOL Annex VI.Initially undergoing trials in the upper Chesapeake Bay area, it is expected that the fly-over program will be extended to include other areas which fall under the North America Emission Control Area (NA ECA).The fly-overs will be monitoring and testing emissions from vessels to ensure the fuel oil being used on board contains less than 1% maximum sulphur content, as required by the ECA.The North American ECA has been in force since 1st August 2012. The maximum sulphur content permissible is to be reduced even further (to 0.1%) by 1st January 2015.The new fly-over trials support further targeting by EPA and USCG to ensure vessels are compliant with the MARPOL Annex VI rules as the one year anniversary of the ECA implementation approaches.Source : UK P&I CLUB

How to comply with MARPOL Annex V

UK P&I Club to publish booklet re new amendments Following the changes to MARPOL Annex V at the beginning of the year, the UK P&I Club has provided guidance on how to fully comply with the new amendments."How to Comply With MARPOL Annex V - New amendments governing cargo classification and the discharge of cargo hold wash water" is a new publication produced by the Club, in partnership with ITOPF, which is aimed at helping Shippers, Charterers, Owners and Crews fully understand and comply with the MARPOL Annex V changes.As a result of the amendments shippers have new responsibilities regarding cargo classification and how it affects the ability to of the crew to discharge hold wash water into the marine environment. Shippers will also need to consider whether or not the cargo residues present in the water are 'harmful to the marine environment' (HME). This booklet sets out the requirements, as well as the concept and process of classification of cargoes as HME.In addition to the booklet, the Club has produced a poster which outlines crew responsibilities in relation to these changes. MARPOL Annex V Regulations for the Prevention of Pollution by Garbage from Ships

Amendments to Annex V were adopted by resolution MEPC.201(62) Annex V of the MARPOL Convention aims to eliminate and reduce the amount of garbage being dumped into the sea from ships. Its terms include all kinds of food, domestic and operational waste that are likely to be disposed of during the normal operation of the ship.Amendments to Annex V were adopted by resolution MEPC.201(62), which entered into force on 1 January 2013. The revised Annex V prohibits the discharge of all garbage into the sea, except as provided otherwise. For example, Annex V totally prohibits of the disposal of plastics anywhere into the sea, and severely restricts discharges of other garbage from ships into coastal waters and "Special Areas".The special areas established under Annex V are:the Mediterranean Seathe Baltic Sea the Black Seathe Red Seathe Gulfs area the North Sea the Wider Caribbean Region andAntarctic AreaThese are areas which have particular problems because of heavy maritime traffic or low water exchange caused by the land-locked nature of the sea concerned.Ship's garbage from ships can be just as deadly to marine life as oil or chemicals.
