From 1 September 2012 Launch of concentrated inspection campaign on Fire Safety Systems beginning 1 September 2012 by Paris Mou and Tokyo MoU on Port State ControlThe 43 Maritime Authorities of the Paris and the Tokyo Memoranda of Understanding (MoU) on Port State Control will launch a joint Concentrated Inspection Campaign (CIC) with the purpose to ensure compliance with SOLAS Chapter II-2/ Construction - fire protection, fire detection and fire extinction arrangements on board ships. This inspection campaign will be held for three months, commencing from 1 September 2012 and ending on 30 November 2012.In practice, the CIC will mean that during a regular port State control inspection conducted under the regional ship selection criteria within the Paris and Tokyo MoU regions, the fire safety arrangements, maintenance records and other applicable documentation will be verified in more detail for compliance with SOLAS Chapter II-2.Port State Control Officers (PSCOs) will use a list of 12 selected items to verify critical areas for the shipboard fire safety systems, some of which are related to documentation, equipment and crew familiarisation.For this purpose, PSCOs will apply a questionnaire listing a number of items to be covered during the concentrated inspection.When deficiencies are found, actions ...

Tokyo MOU Inspections Highlight Perils Of Poor Maintenance

Cargo Care Solutions warns A recent state inspection campaign that raises concerns over multiple problems with hatch openings should be welcomed by the industry, is the message from Peter Peltenburg, Group Director of Cargo Care Solutions. "We cut corners on maintenance at our peril. As the economic downturn bites the industry has seen a shift to lower quality products, and a less systematic approach to scheduled maintenance. This is false economy, and the results of this campaign show that ship owners are ultimately paying for these short cuts."The comments were made after a state inspection campaign supported by Tokyo MoU revealed a large number of vessel deficiencies relating to cargo hatch openings, and reported one casualty during the campaign period."Whilst operators are aware of the need to keep cargo in good condition, it's all too easy to overlook the fact that hatch covers are essential to protect and keep the structural safety of a vessel," he adds. "There have been a number of vessel losses known which were due to the loss of the weathertight integrity of the hatch covers. Tokyo MOU CIC on Structural Safety and LLines Outcome

Structural Safety and the International Convention on Load Lines : Sept- Nov 2011 The Concentrated Inspection Campaign (CIC) on Structural Safety and theInternational Convention on Load Lines was carried out in the Tokyo MOU region from 1 September 2011 to 30 November 2011.This campaign was conducted jointly with the Paris MOU while regional PSC regimes of the Viña del Mar Agreement, the Indian Ocean MOU, the Mediterranean MOU and the Black Sea MOU also participated in the campaign.The 18 member Authorities carried out a total of 7,534 PSC inspections whichincluded 5,901 CIC inspections. During the campaign, 2,929 CIC-topic relateddeficiencies were found with 83 ships out of a total of 346 detentions being detained for CIC related deficiencies.The detention rate for the CIC is 1.41% while the overall detention rate for the period is 4.59%.The highest number of inspections were carried out on ships under the flags ofPanama 1,900 (32.20%), Hong Kong (China) 468 (7.93%), Liberia 366 (6.20%) and Singapore 347 (5.88%).The flags with the highest number of CIC related detentions were Cambodia 23 (27.71%), Panama 21 (25.30%), Sierra Leone 7 (8.43%) and Viet Nam 7 (8.43%).Bulk carriers were the ship type with the highest number of CIC inspections which accounted ...

Information by the UK P&I Club Over the last 8 years deficiencies related to structural safety and load lines account for 15% of the total number of deficiencies found in the Paris MOU region. With this in mind the Paris & Tokyo MOU have conjoined to take part in a joint concentrated inspection campaign (CIC)Structural safety for ship types other than bulk carriers and compliance with the Load Line Convention in general have never been addressed with the special attention typical for a CIC.The Paris MOU and Tokyo MOU will be joined by the members of the Viña del Mar Agreement, the Indian Ocean MOU, the Mediterranean MOU and the Black Sea MOU who will follow the same routine during the campaign. This means this concentrated inspection campaign will be in force in some form or another almost world wide.
