Tokyo MoU CIC results on STCW Hours of Rest unveil unsatisfactory compliance

CIC on STWC Hours of Rest carried out between Sept- November 2014 in the Tokyo MoU region Tokyo MoU issued preliminary results from the Concentrated Inspection Campaign (CIC) on STCW Hours of Rest, carried out between 1 September 2014 and 30 November 2014 which showed unsatisfactory compliance.During the 3 month period,16 ships (7.77% of detentions during CIC) were detained as a direct result of the CIC for deficiencies related to hours of rest. Main areas of concern are hours of rest not being recorded properly and watch-keeping personnel without sufficient rest.In recent years there has been a growing concern regarding hours of rest for watch-keeping personnel. Supported by PSC inspection results and a number of incidents, the Tokyo MoU and Paris MoU, as well as other MoUs, decided to organize a joint campaign to verify a list of 10 selected items against the STCW requirements.The CIC questionnaire was completed during 6,392 inspections. Tokyo MoU issues PSC Annual Report for 2014

The Tokyo MOU has issued itsAnnual Report on Port State Control in the Asia-Pacific Region for 2014.The report summarizes the PSC developments and activities of the Tokyo MOU and PSC statistics and analysis on the results of inspections carried out by Member Authorities during last year. Although the level of compliance and performance of ships operating in the region has been seen improving gradually in the recent years, it is not yet the time to relax and to celebrate, bearing in mind that there are still unsafe and under-performing ships trading around the region. In this regard, the Tokyo MOU will make the everlasting efforts to enhance, improve and harmonize PSC activities in order to reach the final goal of eradication of sub-standard ships in the region.Review of Year 2014The new inspection regime (NIR) was smoothly implemented in the Tokyo MOU, as scheduled, from the beginning of 2014. Paris, Tokyo MoU launch new joint CIC on STCW hours of rest

From 1 September to 30 November 2014 The Maritime Authorities of the Paris and the Tokyo Memoranda of Understanding (MoU) on Port State Control will launch a joint Concentrated Inspection Campaign (CIC) with the purpose to establish that watchkeeping personnel are meeting the requirements regarding hours of rest as per STCW78 as amended (including the Manila amendments).This inspection campaign will be held for three months,commencing from 1September 2014 and ending on 30 November 2014.The deck and engine room watchkeepers' hours of rest will be verified in moredetail for compliance with the mentioned scope of the CIC during a regular PortState Control inspection conducted under the regional ship selection criteria withinthe Paris and Tokyo MoU regions.Port State Control Officers (PSCOs) will use a list of 10 selected items to establishthat watchkeeping personnel are meeting the requirements regarding hours of rest,focusing attention on the Minimum Safe Manning Document (MSMD) and recordsof rest. PSC Report of 2013 in the Asia- Pacific Region Tokyo MoU is pleased to publish the Annual Report on Port State Control in the Asia- Pacific Region for 2013. This annual report provides a summary of the port State control developments and activitiesof the Tokyo MOU in 2013. In addition, the report also includes port State control statisticsand analysis on the results of inspections carried out by member Authorities during the year.REVIEW OF 2013Year 2013 is the 20th anniversary of thesuccessful conclusion of the Tokyo MOU. Acelebration event was organized in Tokyoduring the twenty-fourth meeting of the PortState Control Committee.After two years of consideration anddevelopment, the Tokyo MOU adopted a newinspection regime (NIR) for ship targeting, which was scheduled for implementation from2014. Ship’s Propulsion and Auxiliary Machinery – a challenge to keep under control

Tokyo MoU CIC from 1 September to 30 November 2013 Defects related to propulsion and auxiliary machinery installations have traditionallybeen one of the top six categories of deficiencies recorded during port State control(PSC) inspections in previous years. An average of 7% of the total number of thedeficiencies identified within the Tokyo MOU region are related to machineryinstallations. For the purpose of verifying compliance with the requirements of SOLASConvention Chapter II-1, member Authorities of the Tokyo MOU undertook aConcentrated Inspection Campaign (CIC) on Propulsion and Auxiliary Machinery from1 September to 30 November 2013.During the three-month's period, a total of 8,257 inspections were carried out duringthe CIC by the Tokyo MOU member Authorities, of which 6,367 inspections wereconducted with a CIC questionnaire (77.1%). A total of 282 detentions were recordedduring the CIC inspections, among which 72 or 25.5% of them were detained as adirect result of the CIC.
