Ahead the upcoming Marine Environment Protection Committee (MEPC) in June, the Republic of Marshall Islands (RMI) and the Solomon Islands have submitted a proposal to IMO for the development of a $100 per tonne emissions levy to reduce GHG emissions from shipping. 

Starting from March 2021, the Republic of the Marshall Islands Maritime Administrator has put into service a new version of the Seafarer’s Identification and Record Book (SIRB).

In light of the continuing occurence of enclosed space incidents on ships, the Gard P&I Club reiterated the need for ship managers to constanly review their enclosed space entry procedures and, if necessary, revise them to ensure they comply with the applicable requirements.

RMI issued an investigation report on the fatality of a crew member onboard the cargo ship Singapore Spirit while underway, in March 2020. The seafarer was working alone in a cargo hold at the time of the incident. The investigation highlighted non-compliance with the enclosed space entry procedures. 

RMI issued an investigation report on a crew fatality, after fall from height, onboard the product tanker PORT STANLEY, while at Guangzhou Wenchong Shipyard, China, in May 2019. The investigation highlighted an ineffective safety culture onboard, while the ship was in the shipyard.

RMI issued a Technical Circular conveying its exceptional agreement for remote surveys/sampling to be conducted onboard RMI-flagged vessels with respect to the Inventory of Hazardous Materials (IHM) required under EU Regulation 1257/2013, when, due to COVID-19 restrictions, onboard attendance is not possible.

The Republic of Marshall Islands shared the requirements for the design, installation, and operation of Recreational Fire Appliances (RFAs) onboard RMI-flagged yachts.

IMEC published Circular (20)123, explaining the differences between the ILO minimum basic wage for an AB Seaman and wages. However, the ITF Fair Practices Committee Steering Group (FPC SG), is disappointed that IMEC released the circular without prior consultation with the ITF.

The International Maritime Employers’ Council (IMEC) has published Circular (20)123, which explains the differences between the ILO minimum basic wage for an AB Seaman and wages set by the International Bargaining Forum (IBF).

A total of 40 seafarers were seriously injured and five died due to falls onboard RMI-flagged vessels in 2020 so far, figures by the RMI Maritime Administrator reveal. These account for almost 33% of all occupational fatalities and serious injuries reported to the Administrator this year.
