USCG works with DNV GL to train Coast Guard personnel on LNG Risk Assessments

 The Liquefied Gas Carrier National Center of Expertise’s, or LGC NCOE, held another bimonthly Coast Guard Liquefied Gas Webinar in Port Arthur, Texas. These webinars are used to train Coast Guard vessel inspectors, facility examiners, pollution responders, security, waterways management personnel and planners around the country, who are or are soon to be involved in the liquefied gas industry. The LGC NCOE works with the private sector to train Coast Guard personnel on the newest technologies.This session was presented by Aaron Brown and Cheryl Stahl from DNV GL’s North America’s Oil and Gas Risk Advisory Services Department, a team that conducts risk identification, assessment and mitigation for the oil and gas industry.Risk assessments are commonly used for all types of liquefied gas projects during both the design and operational phases including waterway suitability assessments for siting of liquefied natural gas maritime facilities and design basis evaluations for LNG fueled vessels. Testing of Shell Arctic Drilling Well Containment Equipment

   Bureau of Safety and Environmental Enforcement (BSEE) Director Brian Salerno announced that BSEE Alaska Region Director Mark Fesmire this week oversaw testing of Shell’s proposed Arctic-ready capping stack system in Puget Sound to ensure compliance with stringent Federal safety standards for oil and gas exploration on the Arctic Outer Continental Shelf. A key piece of Arctic oil exploration containment equipment, the capping stack is used to contain the flow of oil in the unlikely event all primary and backup blowout prevention equipment fails during drilling. It is required to be in position for all of Shell’s potential drilling activities in the Arctic. During tests this week, BSEE personnel witnessed the deployment and maneuvering of the capping stack off the rear deck of the M/V Fennica to 150 feet of water, which is deeper than Shell’s current well sites in the Chukchi Sea. BSEE confirmed that the capping stack functioned properly under pressures exceeding the maximum expected pressures Shell may encounter in the Arctic. Deployment of the capping stack and stack pressure testing were completed in two separate exercises spanning two days. Australia launches biofouling risk assessment tool

  The State Government of Australia, has taken action to help the shipping and boating industry protect Western Australia’s marine environment from invasive marine pests. Fisheries Minister Ken Baston announced a new risk assessment tool for use by managers of commercial, non-trading, petroleum and commercial fishing vessels coming into WA ports along the coast.   It enables operators to easily assess risk and better manage their vessels, before they leave their last ports of call on their way to WA, by reducing biofouling and reducing the risk of aquatic pests making the journey too. At the launch of Vessel Check in Fremantle today, Mr Baston said the online tool was a welcome initiative to help prevent the introduction of invasive marine species from international and interstate vessel movements. “Vessels are the primary way marine pests are moved to new areas, and the shipping industry and resources sector, together with the Department of Fisheries, identified the need a couple of years ago for a standardised tool to help vessel managers reduce the risk of moving pests into WA in biofouling,” Mr Baston said. “Users of Vessel Check can test different scenarios for their vessel, so they can see how different management actions ...
