ReCAAP issues Report for July 2012

Seven incidents comprising one piracy incident and six armed robbery were reported ReCAAP issues Report for May 2012 . During this May , a total of seven incidents comprising one piracy incident and six armed robbery against ships incidents were reported in Asia.Compared to the same period in 2011 and 2010, there has been an improvement in the situation in May 2012. The ReCAAP Information Sharing Centre posted a Special Report on fishing activities off the southwest coast of India. With pirate attacks occurring more frequently in the central portion of the western Indian Ocean, merchant vessels are increasingly transiting closer to the southwest coast of India.This has resulted in more encounters between merchant vessels and local fishing vessels. If a fishing vessel believes that a merchant vessel is transgressing its fishing gear, the fishing vessel may sail toward the merchant vessel and sound the alarm.If persons on the merchant vessel mistake the fishing vessel's approach as a pirate attack, unfortunate consequences may ensue. A better understanding of the local fishing practices and procedures may reduce the number and seriousness of these encounters.For more information, click here.Source: ReCAAP

A total of eight incidents during April The ReCAAP Information Sharing Centre issued its Report for April 2012.A total of eight incidents comprising seven actual incidents and one attempted incident were reported during the month, a decrease from the same month in 2011 and 2010.Of the eight incidents, two involved piracy in the South China Sea and six were robberies onboard vessels.For more information, click here.Source: ReCAAP

Joint cooperation in the area of information exchange ReCAAP (Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia) and INTERTANKO formalised their co-operation by signing a Memorandum of Understanding (MoU) last week at INTERTANKO's Annual Event in Singapore. The MoU records a mutual understanding on joint cooperation in the area of information exchanges and establishes a platform for future collaboration. It was signed by Yoshihisa Endo, Executive Director of the ReCAAP ISC, and Capt Graham Westgarth, Chairman of INTERTANKO.Signing this MoU marks yet another step forward in furthering the already close collaboration between on the one hand the Asian Initiatives to combat piracy and armed robbery against ships in Asia, and on the other the international shipping associations representing the tanker community.At the opening of the signing ceremony, Westgarth remarked, "With this MoU, INTERTANKO and ReCAAP establish a framework for working together in the future built on the strong and positive cooperation since ReCAAP's establishment in 2006"."Such a Cooperative arrangement is one of the three pillars of ReCAAP," said Endo. Collaboration between the Asian Initiatives to combat piracy and armed robbery The ReCAAP ISC and INTERTANKO formalised their cooperation by signing a Memorandum of Understanding (MoU) on 11 May 2012. The Signing Ceremony took place at INTERTANKO's Annual Event organised for its members at Conrad Centennial Hotel in Singapore.The MoU records a mutual understanding on joint cooperation in the area of information exchanges and mutual support; and establishes a platform for future collaboration. It was signed by Mr Yoshihisa Endo, Executive Director of the ReCAAP ISC, and Capt Graham Westgarth, Chairman of INTERTANKO.The ReCAAP ISC, launched in Singapore in 2006, has signed similar cooperative arrangements with the International Maritime Organization (IMO), Asian Shipowners' Forum (ASF) and the Baltic and International Maritime Council (BIMCO). Pirates failed to hijack the tanker and escaped in their speed boats On 9 May 12 at or about 0208 hrs tanker Savvy was underway at approximately 30 nm northeast of Horsburgh Lighthouse (1 38.0 N, 104 50.0 E), when approximately eight to ten pirates approached and boarded the vessel from two high speed boats.Armed with guns and chopping knives, the pirates boarded the vessel using a portable ladder on the poop deck. Upon spotting the pirates onboard, the master raised the alarm, carried out evasive manoeuvres and sealed all access from inside leading to the accommodation blocks/ engine room.As the pirates failed to gain access to the accommodation block and the engine room, the pirates escaped in their speed boats at or about 0230 hrs. UK became the eighteenth Contracting Party to the ReCAAP. On 2 May 2012, the United Kingdom (UK) became the eighteenth Contracting Party to the Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia (ReCAAP).This cements this Government's firm commitment to tacking the scourge of piracy across the globe: protecting the trade-routes that are vital to our economy, protecting the livelihoods of seafarers who ply these waterways, and preventing criminals from profiting from piracy.Though UK is geographically located outside Asia, it has a strong interest in the regional maritime economy and supports fully the ReCAAP aims of enhancing multilateral cooperation among its members. Pirates threatened the crew, stole money and then escaped in a boat - no one was injured The ReCAAP Information Sharing Centre issued an incident alert stating that a tanker en route from Singapore to Vietnam was boarded by seven pirates late on the night of 15 April while 20 miles northeast of Horsburgh Lighthouse.The pirates, armed with guns and knives, threatened the crew, stole money and personal possessions, and escaped in a boat.
