ReCAAP ISC issues Report for October 2015

ReCAAP Information Sharing Center has issued its Monthly Report for October 2015 on Piracy and Armed Robbery against ships in Asia. The report reveals an improvement in the situation of piracy and armed robbery against ship in Asia in October 2015.According to ReCAAP ISC report, a total of 13 incidents of armed robbery against ships were reported in October 2015 compared to 18 incidents in September 2015 and 25 incidents in August 2015. Of the 13 incidents reported in October 2015, 12 were actual incidents and one was an attempted incident. No piracy incident was reported. Graph 1 shows the monthly reported incidents from October 2014 to October 2015From January 2015 till October 2015, a total of 174 incidents (comprising 162 actual and 12 attempted incidents) were reported. Notably, the total number of incidents reported during the first 10 months of 2015 is higher than the annual number of incidents reported in 2011, 2012 and 2013; but lower than that in 2014. However, if the average number of incidents of about 17 incidents reported per month for the period of January-October 2015 continues, the number of incidents for the entire 2015 is expected to be higher than that reported in 2014 (187). ReCAAP ISC issues report for piracy and armed robbery during first half of 2015

A total of 161 incidents reported in Asia during Jan- Sep 2015 ReCAAP ISC has issued report to provide an update on the status of maritime piracy during the first half of 2015 (January - September)According to the report, a total of 161 incidents of piracy and armed robbery against ships had been reported in Asia during January-September 2015. Of these, 11 were piracy incidents and 150 were armed robberies against ships. On a quarter-to-quarter comparison, there had been a 25% increase in the total number of incidents in 2015 compared to 2014 Number of incidents (January-September of 2011-2015)Of the 161 incidents, 11 were CAT 1 incidents, 21 were CAT 2 incidents, 26 were CAT 3 incidents, 92 were CAT 4 incidents, and 11 were attempted incidents. Compared to the same period in 2014, the bulk of the increase were CAT 1 incidents and CAT 4 incidents; while CAT 2 and CAT 3 incidents had fluctuated within the range of between 20-30 incidents over the last four years. Infographic: ReCAAP ISC data January-September 2015

Sea robberies on board ships while underway had increased ReCAAP ISC has issued Infographic to depict the status of maritime piracy during the first half of 2015. ReCAAP ISC notes that during January- September 2015, sea robberies on board ships while underway had increased while hijacking of tankers for theft of cargo oil are within 1-2 incidents a month (on an average) still remains a concern. ReCAAP says that more need to be done in providing timely situation updates, adopting best practices at sea, enhancing surveillance, executing immediate responses and prosecution on land.( Please click on images for a larger view)

ReCAAP ISC issues Report for August 2015

Increase in number of incidents - 24 incidents reported ReCAAP Information Sharing Center has issued its Monthly Report for August 2015 on Piracy and Armed Robbery against ships in Asia. The report reveals an increase in number of incidents during August.A total of 24 incidents of armed robbery against ships were reported in Asia in August 2015. Of these, 22 were actual incidents and two were attempted incidents. No piracy incident was reported in August 2015. The number of incidents rebounds in August 2015 after a decline of 54% from 24 incidents in June 2015 to 11 in July 2015. Graph 1 shows the monthly number of incidents reported from August 2014 till August 2015.Overall, a total of 141 incidents had been reported over the past eight months (January-August 2015); and this accounted for an increase of 18% compared to the same period in 2014. Pirates attack six vessels in two days in Singapore and the Straits of Malacca

ReCAAP Incident Alert ReCAAP map shows the approximate location of theincidents (please click here for a larger view)The ReCAAP ISC issued incident alert to inform that on 21 Aug and 22 Aug 2015, six vessels while underway in the eastbound lane of theTraffic Separation Scheme (TSS) in the Straits of Malacca and Singapore reported to theSingapore Vessel Traffic Information System (VTIS) via VHF about five unauthorizedboardings and an attempted one.The Singapore Port Operation Control Center (POCC) immediately notified theauthorities of the littoral States and initiated navigational broadcast to warn mariners tomaintain anti-piracy watch.Description of the incidents 21 August 2015At about 0230 hrs, Advantage Summer was underway when five perpetratorsattempted to board the vessel at the stern from a speedboat. The crew was alerted,the perpetrators aborted the attempt and fled. The master reported incident to theVTIS via VHF.Slightly more than an hour later, at about 0340 hrs, Navig8 Stealth SV wasunderway when four perpetrators armed with knives were sighted in the engineroom. Siphoning incidents remain a key area of concern

According to ReCAAP s half yearly report for 2015 ReCAAP ISC has issued a report for the first half of 2015 on piracy and armed robbery against ships in Asia.According to the report, there has been a a 18% increase in number of incidents whereas incidents involving siphoning of ship fuel/oil from product/oil tankers, remain a key are of concern as a total of eight incidents of siphoning have been reported during January - July 2015 (compared to five incidents reported during the same period last year)During January-June 2015, a total of 106 incidents were reported in Asia, comprising 100 actual incidents and six attempted incidents. Of the 106 incidents, 11 were piracy incidents occurred in the South China Sea (SCS) and 95 were incidents of armed robbery against ships. Amongst these, the number of petty theft incidents was highest during January-June 2015. SSA stresses the importance of distinguishing piracy and armed robbery

The importance of distinction when reporting incidents It is important to distinguish between armed robbery and piracy when reporting incidents in South East Asia waters says the Singapore Shipping Association (SSA) which has commissioned a study to determine the scale of threat posed to seafarers in the area.The findings reveal that in the first quarter of this year the vast majority of incidents in this region fall under the category of armed robbery (which is within the territorial waters and under the jurisdiction of the sovereign state) not piracy (which is on the high seas). The distinction determines whether a merchant vessel can seek protection from the navy/coast guard of the littoral state or from the navy/coastguard of the vessel's flag of registry.Seafarers should note that recent reports of pirate attacks are in fact more likely to have been armed robbery and targeted at specific vessel types, particularly when in port or at anchor.
