USCG: QUALSHIP 21 status during 2017

In its PSC Annual Report for 2017, the USCG provided an update on the QUALSHIP 21, the Coast Guard's initiative which attempts to recognize and reward vessels, as well as their owners and Flag Administrations, for their commitment to safety and quality. The program ended calendar year 2017 with an enrollment of 2,013 vessels.

Paris MoU confirms Liberia as best-performing major ship registry

2.03 % detention rate based on 82 detentions arising from 4,046 inspections Liberia has been confirmed as the best-performing major ship registry worldwide over the last three years in the latest statistics from the Paris Memorandum of Understanding (MoU) on Port State Control.The Paris MoU statistics confirm that Liberia had the best detention rate during the last three years of those registries with more than 100,000 gt of shipping under their flag. Liberia's detention rate was 2.03 per cent, based on 82 detentions arising from 4,046 inspections. This positions it well ahead of the Marshall Islands, which had a detention rate of 2.50 per cent based on 63 detentions of 2,521 vessels inspected. Panama was in third place, with a detention rate of 4.89 per cent, resulting from 305 detentions out of 6,238 inspections.Liberia also recently received its QUALSHIP (Quality Shipping for the 21st Century) certification for 2014 from the United States Coast Guard. Regaining of their qualification for the USCG Qualship 21 Program

Circular letter by the Hong Kong Marine Department The Hong Kong Marine Department (HKMD) has issued the following circular letter, which concerns, among others, their regaining of the qualification for the United States Coast Guard's Qualship 21 Program on 1 June 2011.Within this framework and in view of the recent PSC development in the US and Australian ports, HKMD has revised the PSC inspection Checklist by adding items specifically for Bulk Carriers, Oil Tankers, Chemical Carriers and Gas Carriers.Indeed, pre-arrival inspection has to be carried out in accordance with the PSC Inspection Checklist for Hong Kong registered ships before entering into any US or Australian ports.It has to be noticed that the checklist, after being completed and signed by the ship master, should be endorsed by the DPA of the management company before submission to HKMD for scrutiny and necessary follow-up action.To view the circular letter, click here.Source: Hong Kong Marine Department

Marshall Islands retains Qualship listing

Qualship 21 initiative provides positive rewards to high-quality ships from qualifying registries For the 7th year running, the Marshall Islands Registry has qualified for the United States Coast Guard (USCG) Qualship 21 programme.Qualship 21 designation enables owners/operators of Marshall Islands flagged vessels to apply to the USCG for a Qualship 21 certificate.The Qualship 21 initiative provides positive rewards to high-quality ships from qualifying registries. These rewards include a possible reduction of scope for annual/mid-period exams for tankers that have applied for and received Qualship 21 certification. Nearly 18% of the vessels on the USCG's Qualship 21 vessel list are Marshall Islands flagged vessels.While the eligibility criteria for Qualship 21 are stringent, one new factor will become mandatory for flag administrations to qualify in 2012. Ships are recognised and rewarded for their commitment to safety and quality The Liberian Registry has been admitted to the United States Coast Guards (USCG) QUALSHIP programme for 2011/2012.The QUALSHIP (Quality Shipping for the 21st Century) programme is a quality incentive programme to which only a small percentage of foreign-flag ships calling at US ports are admitted, based on the excellence of their port state control record.It was developed to provide an incentive for well-run, quality ships and ship operators. Designated ships are recognised and rewarded by the USCG for their commitment to safety and quality.Scott Bergeron, COO of the Liberian International Ship & Corporate Registry (LISCR), the US-based manager of the Liberian Registry, says, This recognition of Liberias commitment to quality shipping is all the more significant because it comes at a time of major expansion for the registry.
