ESPO welcomes the proposals by the European Parliament on the review of the Waste Reception Facilities Directive. The proposals are aiming to better protect the marine environment and decrease the administrative burden for stakeholders. The Draft Report will be discussed on July 10.

During his presentation at the last GREEN4SEA Conference, Mr. Sotiris Raptis, Senior Policy Advisor for Environment and Safety, EcoPorts Coordinator, ESPO, focused on the position of European ports on the revision of the Port Reception Facilities Directive, recently published by the European Commission.

Main topics discussed were the non- availability of Reception Facilities for cargo residues and cargo hold washing waters Hazardous to the Marine Environment, PSC transparency and anti-corruption practices, operational challenges of the BWM Convention, air emissions, design standards for bulk carriers and related equipment.

The UK MCA has issued a Marine Guidance Note to inform on the revised waste notification form which is to be used by ships’ masters when delivering waste to port reception facilities.

Work plans for the Cooperation Platform on Port Reception Facilities and HELCOM Maritime sub-group on green ship technology and alternative fuels have been adopted during the 38th HELCOM meeting in Helsinki, Finland.

Having already issued guidance with recommendations on the implementation of the PRF Directive, EMSA further provides guidance for Ship Inspections under the Directive. The publication provides a harmonised approach to the enforcement of Directive on Port Reception Facilities for Ship-Generated Waste and Cargo Residues.

The European Maritime Safety Administration (EMSA) has published guidance to provide a harmonised approach to the enforcement of Directive 2000/59/EC on Port Reception Facilities for Ship-Generated Waste and Cargo Residues (‘the PRF Directive’).

The CLIA Europe and the ECSA have welcomed the revision of the European directive on port reception facilities for ship-generated waste and cargo residues. Whereas the directive has produced positive effects since its entry into force, there are however a number of shortcomings that need to be addressed

The European Sea Ports Organisation (ESPO) will present its position paper on the revision of the port reception facilities (PRF) at the GreenPort Congress in Venice this October.

The European Sustainable Shipping Forum (ESSF) 6th Plenary Meeting was held in Brussels on 28th June 2016 to discuss the way forward with regards to the Port Reception Facilities. MedCruise is appointed among the expert groups to continue providing expertise to the European Sustainable Shipping Forum (ESSF), following a selection procedure by the European Commission.
