Ports update Clean Air Action Plan

 Environmental teams from the Port of Los Angeles and Port of Long Beach will hold a joint community workshop on October 14 to gather input on the next update of the Clean Air Action Plan (CAAP). Initially adopted in 2006 and updated in 2010, this historic environmental plan called for aggressive strategies that have proved highly effective in reducing air pollution from port-related sources.The Clean Air Action Plan Update Community Workshop will be held 3-5 p.m., Oct. 14, 2015, at Banning’s Landing Community Center, 100 E. Water St., Wilmington, 90744. The workshop is open to the public.Since its adoption, the CAAP has resulted in unprecedented reductions in air pollution from the ships, trains, trucks, terminal equipment and harbor craft that operate in and around the ports. Over the past decade, levels of diesel particulate matter have dropped 82 percent, oxides of nitrogen fell 54 percent and oxides of sulfur have declined 90 percent due largely to pollution-reducing strategies implemented under the plan.The Ports envisioned the CAAP as a “living document,” and have periodically reviewed and updated it. Long Beach port celebrates environmental successes

 Shipping lines, environmental organizations, trucking companies, terminal operators and a railroad were honored on July 29, by Long Beach Mayor Dr. Robert Garcia and the Port of Long Beach at the annual Environmental Achievement Awards.Mayor Garcia introduced the “Mayor’s Green Port Award,” which was presented to terminal operator Long Beach Container Terminal. LBCT was named the top Environmental Excellence winner overall for its commitment to working with the Port to implement clean technologies and to create the world’s most advanced container shipping terminal.“Long Beach Container Terminal has shown exemplary leadership in the fight for cleaner air. MOL receives awards for environmental compliance

  Mitsui O.S.K. Lines, Ltd. (MOL) announced that the company has earned recognition from the ports of both Los Angeles and Long Beach, California, for its efforts to ensure compliance with standards that call for vessels to slow down within 40 nautical miles (nm) of the shore. At the Los Angels Vessel Speed Reduction Award ceremony  The Port of Los Angeles the Vessel Speed Reduction Program and Port of Long Beach introduced the Green Flag Program. The programs urge vessel operators to slow down to 12 knots or less within a certain range of the ports to reduce emissions of carbon dioxide (CO2), nitrogen oxide (NOx), and sulfur oxide (SOx) in coastal areas to conserve coastal environment, and offer annual rewards to vessel operators that achieve extraordinary compliance percentages. Long Beach receives budget for green programs

  The Long Beach Board of Harbor Commissioners has approved an $829 million budget for the Harbor Department’s next fiscal year, including more than a half a billion dollars for capital improvements at the Port of Long Beach. The budget, which will be presented to the Long Beach City Council for its consideration, designates $555 million for capital investments including the Port’s major terminal redevelopment and bridge replacement projects. For the fiscal year starting Oct. 1, 2015, the budget anticipates a 6.1 percent increase in operating revenue over the current fiscal year’s income. The Harbor Department generates revenue from goods movement through the Port of Long Beach, and receives no taxpayer revenue to operate. Also, the newly approved budget includes the anticipated transfer of $17.74 million to the City of Long Beach’s Tidelands Operating Fund, which is used for beachfront improvements in Long Beach. LA/LB amendment on Port Infrastructure approved

Under its expedited agreement review procedures, the Federal Maritime Commission has concluded its review of a proposed amendment to the Los Angeles and Long Beach Port Infrastructure and Environmental Programs Cooperative Working Agreement, FMC Agreement No. 201219-001. The Commission's unanimous decision grants the parties request for expedited review and permits the amendment to become effective on Friday, February 27, 2015. Operating since March 2013, the agreement allows, among other things, the ports to discuss and agree on projects and programs that address transportation infrastructure needs and reduce pollution caused by port-related activities. The proposed amendment clarifies the purpose of the agreement to more accurately reflect the current goals of the Ports, and to allow for the discussion of projects and programs with multiple stakeholders in and around the port complex. Addressing port congestion will be a particular focus, including establishing initiatives to increase terminal productivity, facilitate chassis availability and usage, and improve drayage truck turn times. The Commission’s decision is based on a determination that the agreement is not likely at this time, by a reduction in competition, to produce an unreasonable increase in transportation cost or an unreasonable reduction in transportation service under section 6(g) of the Shipping Act.
