Task Force discussions on Arctic Marine Pollution Prevention

When the Arctic Council's Task Force on Arctic Marine Oil Pollution Prevention (TFOPP) met recently in Ottawa, it took important steps towards developing the Action Plan for oil pollution prevention mandated by Ministers in Kiruna. The Task Force is focused particularly on potential safety measures to prevent oil pollution from maritime and petroleum activities.   The Arctic Council's Task Force on Arctic Marine Oil Pollution Prevention (TFOPP) held its third meeting in Ottawa on 12-13 June. Co-chaired by Russia and Norway, the Task Force is responsible for developing an "Arctic Council Action Plan for Oil Pollution Prevention" and related cooperative arrangements, as appropriate, and to present the outcomes of its work and any recommendations for further action at the Arctic Council Ministerial meeting in 2015. The TFOPP is making good progress towards preparing its Action Plan. This involves such steps as identifying those measures that should take priority and articulating the practical issues that may be associated with those priority measures. MMA holds Oil Spill Response Workshop

Massachusetts Maritime Academy held its first Oil Spill Response Workshop for local first responders on June 19, 2014. Forty first responders representing the Bourne Fire Department, Onset Fire Department, Bourne Harbormaster, United States Coast Guard (USCG), Massachusetts Department of Environmental Protection, and MMA's Marine Operations division spent the day in classroom presentations, round-table discussions, and in-water oil spill response exercises. Responders practiced oil-boom deployment and recovery exercises with the Academy's oil skimmer in Buttermilk Bay. The Workshop was made available with support from the Massachusetts Environmental Trust to train local responders to prepare and respond to oil spills in Buzzards Bay. Scott Metzger, Clean Harbors Senior Vice President of Emergency Services, was the guest lecturer. The objective of the workshop was to test the Massachusetts Geographic Response Plans for oil spills in the region. It also offered opportunities for responders to train on actual oil spill response equipment owned and maintained by the Academy for training and emergency preparedness. This equipment is also utilized to train cadets who major in Marine Safety and Environmental Protection (MSEP) and Emergency Management. Gazprom Neft joins Arctic Oil Spill Response Technology JIP

Gazprom Neft has become the first Russian company to join the Arctic Oil Spill Response Technology Joint Industry Programme (JIP) run by the world's largest oil and gas companies. The four-year JIP was launched in December 2012 to carry out research in several areas, including studying the fate of dispersed oil under ice, dispersant testing under realistic conditions as well as oil spill detection and mapping in low visibility and ice. The joint research will contribute to industry knowledge, broadening opportunities for testing equipment, conducting large-scale industrial experiments and developing technology and techniques for preventing oil spills in Arctic conditions. Vadim Yakovlev, First Deputy CEO of Gazprom Neft, said: "Developing oil fields in the Arctic region, including off-shore, requires advanced technological solutions for production, ensuring environmental safety and reducing any environmental impact. The joint research programme will enable us to employ international best practice and global expertise in constant improving environmental security systems in the Arctic."
