Unsatisfactory compliance with hours of rest

Paris MoU issues preliminary results from CIC carried from September to November 2014 Paris MoU has issued the preliminary results from the Concentrated Inspection Campaign (CIC) on STCW Hours of Rest, carried out between 1 September 2014 and 30 November 2014 in the Paris MoU region showing that:16 ships (14% of detentions during CIC) were detained over the 3 month period as a direct result of the CIC for deficiencies related to hours of rest.Main areas of concern are hours of rest not being recorded properly and watchkeeping personnel without sufficient rest.In recent years there has been a growing concern regarding hours of rest for watchkeeping personnel. Supported by PSC inspection results and a number of incidents, the Paris and Tokyo MoU, as well as other MoUs, decided to organize a joint campaign to verify a list of 10 selected items against the STCW requirements.The CIC questionnaire was completed during 4,041 inspections. Paris MoU releases the results of first year of MLC implementation

113 ships detained for MLC related deficiencies 20 August 2014 marked the first anniversary of the entry into force of theMaritime Labour Convention (MLC, 2006). During these first 12 months 113ships were detained by one of the Paris MoU Authorities for MLC-relateddeficiencies.This represents 17.4% of the total number of detentions (649) inthe Paris MoU during this period.During the first year 7.4% (3,447) of the total number of 46,798 deficienciesrecorded was linked to the MLC, while 160 (4.6%) were marked as a ground fordetention resulting in 113 detained ships.Detainable deficiencies were mostfrequently recorded in the areas "payment of wages" (39,5%), and "manning levelsfor the ship" (28.6%). Other areas with high deficiency levels are "health and safetyand accident prevention" (43.1%), "food and catering" (15.4%) and"accommodation" (10%).Only the member States of the Paris MoU which have ratified the MLC on or before20 August 2012 were entitled to conduct PSC inspections on MLC requirementsfrom 20 August 2013. New inspection requirement for ships trading in the Paris MOU area

Lloyd's Register has issued Statutory Alert to inform that new inspection requirement for ships trading in the Paris MoU area will be implemented. The St. Vincent and The Grenadines Maritime Administration has issued Circular No. PSC 033 which requires additional inspections (termed 'occasional surveys') to be carried out for all vessels whose next port of call is within a Paris MOU member country.

Paris, Tokyo MoU launch new joint CIC on STCW hours of rest

From 1 September to 30 November 2014 The Maritime Authorities of the Paris and the Tokyo Memoranda of Understanding (MoU) on Port State Control will launch a joint Concentrated Inspection Campaign (CIC) with the purpose to establish that watchkeeping personnel are meeting the requirements regarding hours of rest as per STCW78 as amended (including the Manila amendments).This inspection campaign will be held for three months,commencing from 1September 2014 and ending on 30 November 2014.The deck and engine room watchkeepers' hours of rest will be verified in moredetail for compliance with the mentioned scope of the CIC during a regular PortState Control inspection conducted under the regional ship selection criteria withinthe Paris and Tokyo MoU regions.Port State Control Officers (PSCOs) will use a list of 10 selected items to establishthat watchkeeping personnel are meeting the requirements regarding hours of rest,focusing attention on the Minimum Safe Manning Document (MSMD) and recordsof rest. ICS calls for harmonised PSC with respect to SECAs

Clarifying all of the details of ECA implementation with respect to PSC inspection The International Chamber of Shipping (ICS) is encouraging the Paris Memorandum of Understanding on Port State Control to ensure that a harmonised approach to PSC inspections has been developed in advance of the 1 January 2015 deadline with respect to the implementation of the 0.1% Sulphur Emission Control Areas (ECAs), established in accordance with MARPOL Annex VI.ICS has underlined the shipping industry's commitment to full compliance with the IMO sulphur ECA requirements from January 2015. However, ICS is concerned that information collected by its member national ship owners' associations suggests that many governments are not yet prepared to implement the requirements in a uniform manner, in order to ensure the prevention of a potentially serious market distortion.ICS Secretary General, Peter Hinchliffe explained: "The shipping industry is investing billions of dollars in order to ensure compliance with this major regulatory change, and the huge costs involved could have a profound impact on the future structure of the entire shipping industry.
