Paris MoU: CIC Campaign on Enclosed Space Entry to raise awareness

Paris MoU announced that the results of the Concentrated Inspection Campaign (CIC) on Crew Familiarization for Enclosed Space Entry which carried out between 1st September 2015 and 30th November 2015 indicate industry awareness. The CIC did not lead to an increase in the rate of detentions however the actual compliance, shown in drills, could be better (7.9% of drills were found to be unsatisfactory).

ClassNK releases Annual Report on Port State Control

Deficiencies found on board ClassNK registered ships from many port states in 2014 ClassNK has released its annual report on Port State Control. The report aims to assist ship operators and management companies in maintaining compliant operations by providing information about ships detained by PSC as well as deficiencies that were found on board from many port states in 2014.ClassNK has included a breakdown of deficiencies which shows that lifeboats, emergency fire pumps, and fire-dampers continue to be the major items where most detainable deficiencies are found. The ClassNK report also provides detailed analyses on PSC detentions by flag state, port state, ship type, ship size, and ship's age as well as a summary of major amendments made to international conventions such as the SOLAS Convention. These amendments have further widened the scope of PSC inspections, a trend that will undoubtedly continue as the rules applied to ships increase and diversify.Trends of Detainable ISM Deficiencies per Region(a) Paris MoUThe number of detainable ISM deficiencies has increased significantly in 2013 and 2014. Joint CIC Questionnaire for Crew familiarization to Enclosed Space Entry

PSCOs will check 10 items during September November 2015 The Maritime Authorities of the Tokyo and the Paris Memoranda of Understanding (MoU) on Port State Control will launcha joint Concentrated Inspection Campaign (CIC) on Crew Familiarization for Enclosed Space Entry.The aim of the CIC is to ensure effective procedures and measures are in place to safeguard seafarers on board ships when entering and working in enclosed spaces and to check compliance with the applicable requirements of the SOLAS Convention.This inspection campaign will be held for three months, commencing from 1 September 2015 and ending 30 November 2015.The ship's procedures and measures that are in place with respect to enclosed spaces will be checked in detail for compliance with the requirements of SOLAS during a regular Port State Control inspection, conducted under the new inspection regime (NIR) within the Tokyo and Paris MoU regions.Port State Control Officers (PSCOs) will use a list of 10 selected questions to establish that crew members with enclosed space duties are familiar with relevant equipment and have received training to carry out their duties and identify and understand the hazards associated with entry into enclosed spaces.
