Ahead of the IHO’s compliance deadline of 31 August 2017, the UK Hydrographic Office urged owners and operators to ensure their ECDIS systems are using S-52 Presentation Library Edition 4.0. The deadline coincides with the launch of a worldwide Concentrated Inspection Campaign by Tokyo MoU and Paris MoU.

Three new foreign flagged vessels were detained in a UK port in July, after failing Port State Control inspection, reaching the number of detained ships in UK to ten, the country's Maritime and Coastguard Agency announced.

Paris MoU has released the  questionnaire for the forthcoming CIC on safety of navigation in compliance with SOLAS Chapter V. The aim of the CIC is to check compliance with the applicable requirements of the SOLAS Convention, the overall status of the vessel’s navigation safety, and the competency of crew involved in navigation operations. The Paris MoU will conduct the CIC jointly with the Tokyo MoU from 1 September to 30 November 2017.

The Paris MoU has released a report including the results of its latest CIC which focused on compliance with MLC requirements. The campaign was carried out between 1 Sept to 30 Nov 2016 where a total of 3,674 inspections were carried out and a total of 42 ships were detained. Principal grounds for detention were linked with wages, seafarer’s employment agreement and procedure of complaint areas.

The Paris MoU has issued a document to provide information on procedures for ships being refused access due to failure to call at an indicated repair yard, jumping detention or multiple detentions, including the required notifications.

Paris MoU issued its 2016 Annual report on Port State Control, which shows a significant increase in the refusal of access (bans) within the region. In 2016, the bans were 20, compared to 11 in 2015, while the number of detentions and detainable deficiencies has also increased.

On 6 July 2017, the "ACORUS" vessel was detained in Port of Asprogirpos, Greece, according to Paris MoU. This is the third detention in the Paris MoU region within the last 36 months. The ship flies the flag of Moldova Republic, which is black on the current Paris MoU WGB list.

Paris MoU issued guidelines, approved by the IMO Facilitation Committee, informing shippers of how to facilitate the use and acceptance of electronic certificates. It is often that flag states using electronic certificates to experience instances of Port State Control authorities denying the validity of these certificates.

Eleven foreign flagged ships were under detention in UK ports during June 2017, after failing Port State Control inspection, according to data provided by UK Maritime and Coastguard Agency. During June, there were seven new detentions in a UK port, while four vessels remained under detention from previous months.

At its 50th meeting last month, the Paris MoU Committee approved the 2016 inspection results. In 2016, a total number of 73 flags are listed: 42 on the White List,19 on the Grey List and 12 on the Black list.
