New York's Governor Andrew M. Cuomo announced that a memorandum of understanding has been signed by New York power agencies and partners to conduct a study of successful offshore wind transmission models, to determine how key learnings can guide the state's procurements of offshore wind generation.

HeliOffshore, a safety-oriented association for the offshore helicopter industry, informed that it has created three new work groups to focus the implementation of its safety strategy. The work groups will focus on helidecks, search and rescue operations and wind farm support. 

The world’s first daughter craft based on surface-effect-ship technology, 'Sea Puffin', has started two months of sea trials at Vattenfall’s Horns Rev 1 and Ørsted’s Horns Rev 2 wind farms. Sea Puffin’s design aims to enable developers to operate daughter craft vessels in difficult weather conditions.

Avangrid and Copenhagen Infrastructure Partners will develop an 800-megawatt offshore wind farm south of Martha’s Vineyard. This facility will save about $1.4 billion in a course of 20 years. Construction on the wind farm will start during 2019, and it is expected that it will start operation in 2021.

The Icebreaker Wind energy project proposed for Lake Erie has received a Section 401 water quality certificate of approval by Ohio's Environmental Protection Agency, confirming compliance with marine pollution standards, and marking further a step towards the project implementation.

As IMCA informs a vessel collided with the working platform on a wind turbine Transition Piece. The incident happened during inclement weather conditions. When the vessel turned to independent joystick control, it was left without drive 120m from the Transition Piece.

Responding to the UK Government's plans to greenlight millions of pounds' worth of new offshore developments, the UK Chamber of Shipping warned that coordination and forward planning is essential to ensure new windfarms do not pose navigational safety risks for vessels and the environment. 

Europe added 4.5 GW of wind energy capacity in the first half of 2018, according to a report by WindEurope. The figure is down on the same period last year (6.1 GW) though is in line with expectations. The 1.1 GW of offshore wind was mainly in the UK (911 MW), Belgium (175 MW) and Denmark (28 MW).

The New Jersey Board of Public Utilities proposed a rule that would establish an offshore wind funding mechanism known as an Offshore Wind Energy Certificate. The program intends to help the state reach its immediate goal of 1,100MW of offshore wind capacity and pave the way for the ultimate goal of 3,500MW.

New York's Governor Andrew M. Cuomo announced that the New York State Public Service Commission started procurements of offshore wind to support New York's goal of 2,400 megawatts of new offshore wind generation by 2030. This is the first phase of the procurements, which will obtain about  800 megawatts of offshore wind by 2019.
