US imposes new Sanctions against North Korea

The US has passed the Sanctions and Policy Enhancement Act of 2016 (H.R. 757), which maintains existing sanctions and additionally imposes more strict licensing requirements for the export or re-export to North Korea of any US origin goods, software, or technology, and imposes targeted sanctions on persons deemed to engage in certain types of activities related to North Korea’s nuclear proliferation, money laundering, as well as its efforts to undermine cyber security.

Update: Libyan port situation

North P&I Club has received updated information in relation to Libya’s ports and advises operators to report their schedules (to local port agents) prior to arrival at any Libyan port, including a declaration of the vessel’s sailing route, whether they are loading or discharging cargo and the type of cargo on board, so that the agents can notify the appropriate authorities.

North P&I Club highlights risks of explosions during cargo fumigation

North P&I Club has published a new loss prevention briefing warning operators of the hazards associated with routine fumigation of agricultural products on ships.The warning follows an explosion of pesticide gases on a panamax vessel, loading corn at Paranagua, Brazil, at the end of December 2015. This resulted in significant structural damage and was one of number of similar incidents reported during the last five years in Brazil and the USA.
