EMSA reveals company list with poor PSC performance

PSC company performance index calculator As of 1 January 2014, the European Maritime Safety Agency (EMSA) is publishing the following company performance data on theThetis database:the list of companies whose performance has been very low for a continuous period of 36 monthsthe list of companies whose performance has been low or very low for a continuous period of 36 monthsthe list of companies whose performance has been low for a continuous period of 36 months.This information will be updated daily and is a requirement of the EU Directive on Port State Control. EMSA publishes this information on behalf of the EC.Thetis Database (please click image to enlarge)Company performance is calculated by the Paris and Tokyo MOUs as part of their New Inspection Regimes (NIRs), established in January 2011 and January 2014 respectively.These are risk-based targeting mechanisms which reward quality shipping with a smaller inspection burden and concentrate on high-risk ships, which are subject to more in-depth and frequent inspections.The NIRs use company performance data to identify the risk profile of ships, as well as the Voluntary IMO Member State Audit Scheme and the performance of the flag state and recognised organisation. Paris MOU claims success for introduction of new inspection regime

44th Committee meeting in Naples The Paris Memorandum of Understanding on Port State Control (Paris MoU) announced at its 44th Committee meeting in Naples, Italy (2-6 May 2011) that the introduction of its new inspection regime (NIR) on 1 January 2011 was completed successfully. A significant contribution was made by the member authorities, the European Commission, the European Maritime Safety Agency (EMSA) and the Paris MoU Secretariat.The NIR is a risk-based targeting mechanism which rewards quality shipping with a reduced inspection burden, and concentrates efforts on high-risk ships. The NIR makes use of company performance and the Voluntary IMO Member State Audit Scheme (VIMSAS) for identifying the risk profile of ships, together with the performance of the flag state and the recognised organisation (RO). The inspection history of the ship as well as the ship's age and ship type influences the targeting.The Committee also agreed on guidelines for port state control officers, accepted Montenegro as a co-operating member, and discussed on how to deal with the effects of acts of piracy in the framework of port state control. First ship penalized under Paris MoU NIR

Banned for 3 months The first ship has been banned under the new inspection regime of the Paris MOU, the international organization press release said.The Saint Kitts and Nevis flagged MV ARES II falls under sanctions of the new inspection regime of Memorandum of Understanding on Port State Control. The vessel is banned from the Paris MoU for 3 months. Statutory certificates were issued by International Register of Shipping in November 2010.The new inspection regime (NIR) of Paris MOU came into force on 1 January 2011. The regime introduces a mandatory 100-percent inspection of ships. NIR imposes more stringent requirements vs previous regime both to vessels making calls at ports of EU and shipping companies and flag States.Source: Portnews
