The company has completed the installation of an Endress + Hauser Promass X mass flow meter on the MT Eager high sulphur fuel oil bunker barge. As stated by Maersk Oil Trading, a second vessel is also being planned. Maersk Oil Trading, part of A.P. Moller - Maersk, supplies fuel for Maersk’s global vessel fleet and third-party customers.

The Maritime and Port Authority of Singapore reminds ship masters, owners and agents of vessels operating in Singapore port waters that anchoring in all areas outside the designated anchorages is prohibited. Offenders may, upon conviction, be liable for fines of up to $20,000 and $2,000.

MPA Singapore informed that it will conduct testing of autonomous and remotely operated underwater vehicles off St. John's Island. The tests will take place from January 7 until January 18. The tests will last from 9 am to 5 pm daily.

With effect from 6 December 2018, Singapore’s port limits have been revised. The MPA Singapore issued a new circular informing that, from 19 December 2018, vessels shall comply with the amended reporting procedures for vessels manoeuvring in port. Also, all power driven vessels will be required to be fitted with a working transponder as a port entry requirement.

Maritime and Port Authority of Singapore (MPA) published a paper on training and certification requirements for ships operating in Polar waters and for those ships which hold Polar Ship Certificate issued in accordance with the Polar Code.

While talking at the first SAFET4SEA Conference in Singapore, Mr. David Foo, Director (Port Systems), MPA Singapore, revealed that human element remains a major concern for safety and he provided an update on the ongoing efforts to address the human element, as well as share new initiatives and ideas on how MPA seeks to address the issue.

A recent Malaysian Marine Department declaration foresees an alteration to the Port Limits for Johore Bahru Port, extending the limits of the port in its southernmost state and encroaching the territorial waters of Singapore. In response, MPA of Singapore said it does not recognise the Port Limits published and reminded operators that Singapore’s territorial waters extend westward of Singapore’s current port limits around Tuas and vessels operating in this area are to continue to comply with applicable Singapore regulations.

The Exhaust Gas Cleaning Systems Association expressed its concerns following the recent announcement by the MPA Singapore that it would ban the discharge of process water from open loop scrubbers for vessels visiting Singapore. EGCSA stressed that the decision came without prior notice or discussion with the IMO despite the fact that the MPA is a signatory to MARPOL Annex VI.

MPA Singapore will ban the discharge of wash water from open-loop scrubbers, as from January 1, 2020. The ban is part of the MPA's attempt to prepare the port ahead of the 2020 sulphur cap. In order to facilitate the implementation of the ban, Singapore will provide facilities to collect the residue generated from the operation of scrubbers.
