Gard advises on Singapore’s new bunkering procedures

Ships taking deliveries of marine fuel oil in Singapore can from 1 January 2017 rely on quantity figures recorded by the bunker barge’s mass flow metering system, reducing the possibility of quantity disputes.The Gard P&I Club advises operators to revisit their onboard bunkering procedures and checklists well in advance of the effective date and pay particular attention to the Chief Engineer’s, or his representative’s, duties.

Bunker monitoring system for Nigeria launched

  Citracks Telematics Solutions Limited, a subsidiary of C & I Leasing PLC has perfected plans to launch, a new remote fuel consumption monitoring system known as ‘Marine Fuel Management System’ to enable ship owners, charterers and oil majors, reduce fuel consumption, enjoy better fuel efficiency and save cost from fuel usage onboard the ship. To launch this new product into Nigerian market, Citracks is partnering Ascenz of Singapore, one of the world’s biggest fuel monitoring company, which recently developed a new monitoring device on the bunker called ‘coriolis-based marine fuel meter’. Coriolis fuel meter, designed to better the business of African ship owners, gives a more accurate way of measuring fuel on boat than the standard fuel meter used on boat today. Speaking exclusively with BusinessDay in Lagos penultimate week, Ayoola Olaitan, chief operating officer of Citracks, said that the company has signed MoU in principle with Ascenz, and will be finalising the process so as to launch the product by August this year. DNV GL to investigate accuracy of Coriolis flow meter technologies

  Accurate allocation measurement results are a key financial and commercial driver for E&P companies. Yet despite limited evidence of the performance of Coriolis and ultrasonic flow meter technology, they are being increasingly deployed for single phase oil flows contaminated with water or natural gas. DNV GL has initiated a Joint Industry Project (JIP), now open for industry partners, E&P companies and manufacturers to join, to assess the capability and feasibility of the meters. Coriolis and ultrasonic flow meters are widely accepted for application in single phase oil flows by the oil industry. However, there is little validation nor independent test results to support the claim that they produce accurate allocation measurement results. Inaccurate results related to the oil flow can present both operational and financial risks by negatively influence decision making and understanding of operational efficiency.
