T&E on EU strategy for LNG and gas storage

 In July 2015 the European Commission opened a public consultation on an EU strategy for liquefied natural gas and gas storage. In its response T&E states that natural gas cannot deliver the decarbonisation that the sector needs to achieve the EU climate goals up to 2050. Investing in this technology would divert necessary resources from truly low-carbon alternatives in the transport sector and would create lock-in effects. Public resources for energy transition in transport should go where it offers the greatest public benefits, improved efficiency, and sustainable electrification.T&E believes that before the massive implementation of LNG in Europe, further environmental, climate and innovation considerations must be analysed in detail.The reduction of GHG emissions is not evident and needs to be tackled. Its production, distribution and use as fuel for transport generates CO2 emissions and even more when considering methane slip/leakage, phenomena which occur with great frequency. Methane slip is often considered in the available literature as a risk during the LNG operational phase as a fuel for marine vessels or lorries, but leakage in the early distribution phase is frequently overlooked. Poland expects first LNG Shipment

 Poland expects to receive its first cargo of liquefied natural gas at its new LNG terminal at the end of November or early December, Reuters reportsThe terminal, being built in the Baltic city of Swinoujscie, is Poland's flagship project to diversify its gas supplies and reduce a dependence on Russia.  Gaz-System’s unit Polskie LNG, which is building the import terminal, said it had reached an agreement with Italian company Saipem, the main contractor of the scheme, which was due to be carried out last year.  The terminal's construction is to be officially completed on Monday. It  had originally been scheduled to open in 2014 but has been delayed several times.  Built at a cost of almost 3.5 billion zlotys ($942 million), the terminal is expected to be ready for full commercial use next May and is likely to reach full capacity by 2018, its operator said last month. Świnoujście LNG terminal (also referred as Terminal LNG in Świnoujście, Polskie LNG or Baltic LNG) is an under-construction liquefied natural gas import terminal at Świnoujście, Poland. Ichthys LNG Project floats world’s largest semi-submersible

 INPEX CORPORATION (INPEX) announced that the INPEX-operated Ichthys LNG Project safely launched its central processing facility (CPF) on 19 September 2015 from the offshore floating dock at the Samsung Heavy Industries shipyard in Geoje, South Korea, where it is being constructed.INPEX President Director Australia Seiya Ito said the successful launch was one of the Project’s most significant achievements.“To see this enormous facility in the water is a testament to those who have worked for years to make it a reality,” Mr. Ito said.“This milestone is a clear demonstration that the Ichthys LNG Project is making good progress and that we are working in an excellent spirit of cooperation with our Korean contractors.”Managing Director Ichthys LNG Project Louis Bon expressed his congratulations to the Project and contractor teams for the excellent result.“The operation was completed within two days in the safest conditions,” Mr. Bon said.“The CPF is now berthed quayside at the shipyard where work is continuing to lift and install the living quarters and integrate and commission all equipment in preparation for the CPF’s sail away. Commission approves aid for Finland's first LNG terminal

 The European Commission has approved under EU state aid rules Finland's plans to grant €23 million to construct a small scale LNG terminal at Pori on Finland's west coast.The European Commission has concluded that Finland's plans to grant €23 million of public funding for the construction of a small scale LNG terminal at Pori, in the Satakunta region on Finland's west coast, are compatible with EU state aid rules. The project aims to encourage the use of LNG as fuel for ships, in place of fuel oils and liquefied petroleum gases. The Commission concluded that the project contributes to environmental protection and to the security of gas supply in Finland whilst maintaining competition in the Single Market. Jensen Maritime develops two new LNG bunker barge concepts

 Crowley Maritime Corp. subsidiary  Jensen Maritime  announced the development of two new, liquefied natural gas (LNG) bunker barge concepts that can be fully customized to meet a customer’s unique needs.The first concept involves outfitting an existing barge with an above-deck LNG tank. The concept can be further modified to accommodate more than one type of product, if a customer has a need for multiple liquid transfers. Advantages of this design include a fast turnaround and a reduced need to invest in specialized assets if a customer has short-term LNG requirements.The second concept is for a purpose-built, new bunker barge. Offering greater carrying capacity and improved visibility, the design features a larger LNG tank that is nestled inside of the barge. FERC approves Excelerate’s LNG terminal

  On July 24, 2015, the Federal Energy Regulatory Commission (FERC) issued its order granting authorization to Excelerate Energy (“Excelerate”), in cooperation with the Puerto Rico Electric Power Authority (PREPA), to site, construct, and operate the proposed Aguirre Offshore GasPort Project (“Project”) located offshore Puerto Rico. The order confirms the final Environmental Impact Statement (EIS) that resulted in a finding of no significant environmental impact. As part of the order, the Project will comply with all the environmental conditions outlined by FERC. “We are pleased to receive the order from FERC after nearly four years of extensive environmental review,” stated Rob Bryngelson, Excelerate’s chief executive officer. “During this time, Excelerate has not diminished its efforts to deliver the beneficial Aguirre Offshore project, nor has the company wavered in its support for PREPA’s and the Government of Puerto Rico. Port of Antwerp to build LNG bunkering facility

  Port Authority issued Request for Proposals to build and operate LNG bunkering & filling facility. It must be possible for barges to fill up with LNG at a permanent facility in the port of Antwerp by the beginning of 2019 at the latest. Truck-to-ship bunkering is already possible, but the port of Antwerp wishes to further augment the availability of LNG by setting up a permanent station. In comparison with the diesel fuel currently used by the European barge industry, LNG is a much cleaner fuel. The exhaust from a vessel driven by LNG contains hardly any particulates, and emissions of NOx are also drastically reduced. It has already been possible to bunker with LNG in the port of Antwerp since 2012. LNG is collected by truck at the LNG import terminal in Zeebrugge and brought to the quayside in Antwerp from where it can be filled directly into the barge, a process known as truck-to-ship bunkering. Building a permanent facility will make LNG available in the port of Antwerp on a continuous basis. BC introduces new legislation on LNG

  Legislation tabled in the B.C. legislature puts in motion ratification of the Provinces first project agreement with an LNG proponent, marking an integral phase in the development of B.C.͛s liquefied natural gas industry, Premier Christy Clark announced. "Three principles underpin these agreements: to give business certainty and keep British Columbia competitive; to ensure British Columbians see the benefits of the resource they own; and to ensure we build the cleanest LNG facilities in the world," said Premier Clark. Finance Minister Michael de Jong tabled Bill 30, the Liquefied Natural Gas Project Agreements Act, which provides the legislative authority for government to enter into LNG project agreements. LNG project agreements are a tool used to grant proponents considering largescale capital investments in B.C. with assurance that certain specific taxes and environmental regulations will remain stable over a period of time.   Masterplan for LNG delivers pilot vessels, on-shore infrastructure and comprehensive strategy for Rhine/Meuse-Main-Danube. Liquefied Natural Gas (LNG) is emerging as attractive option for European inland shipping and has the potential to increase environmental performance and efficiency of the sector.  With inputs from the LNG Masterplan consortium the regulatory framework further developed, accommodating new rules for LNG as fuel and as cargo: As of January 2015, the amended ADN enables the transport of large quantities of LNG on inland waterways and therefore allows safe investments into LNG tank vessels. With regard to LNG as a fuel, CCNR elaborated an amendment to the Rhine Vessel Inspection Regulation which shall enter into force mid-2016. The update of the respective European Directives is expected to follow soon. The LNG Masterplan not only provides important inputs to a concise regulatory framework but delivers a high number of innovative concepts and concrete investments in LNG fuelled vessels and on-shore infrastructure. Flex LNG to acquire LNG assets from Exmar and Gerevan

Exmar has agreed to integrate its LNG assets and infrastructure with those of John Fredriksen’s Geveran and Flex LNG under a new USD 2.3 billion company – Exmar LNG Ltd. Geveran and Exmar will pool their LNG assets and infrastructure under Flex LNG, in exchange for new shares in Flex LNG. The new company will start operating under the name Exmar LNG in the third quarter of 2015, when the transaction is expected to be completed. The new company will operate six LNG carriers, four of which are under construction. Exmar LNG will also operate five floating storage and regasification units (FSRU), one of which is under construction to become the world’s first regasification barge; and two floating liquefaction units (FLNG), currently under construction, of which Caribbean FLNG which will be the world’s first FLNG unit to be delivered in the first quarter of 2016 under a long – term contract to Pacific Rubiales. Exmar LNG will have an estimated enterprise value of approximately USD 2.3 billion and an equity value of approximately USD 823.3 million.
