Vessels coming to Liberia are now able to berth at the Freeport of Monrovia any time of the day. Consequently, the waiting time has decreased and has improved efficiency and reduced logistics cost, APM Terminals Liberia announced on February 13, 2019.

Liberia is now the second largest ship registry in the world, according to Clarksons in its Clarksons World Fleet Monitor January 2019. This report confirmed that, in gross tonnage terms, Liberia has surpassed the Marshall Islands, which is now in third place. Alfonso Castillero, CCO of the Liberian International Ship & Corporate Registry added that the quality of service and the rapid response are key factors behind the growth.

The Danish Maritime Authority informed that Denmark has the fastest growing flag in global shipping? Namely, during 2018 Denmark experienced an increase of 19,9 % in terms of gross tons, which is the largest annual increase ever. Hong Kong and Liberia presented the largest gross tonnage improvement.

On Christmas, the Liberian Coast Guard, assisted by Sea Shepherd crew, arrested the Chinese-flagged Hai Feng 823, a refrigerated cargo vessel, with a history of illegal fishing. The ship tried to offload a cargo of transshipped fish in the West African port of Monrovia.

IBIA reiterated that states that are parties to MARPOL Annex VI are supposed to inform the IMO of the availability of compliant fuel oils in their ports. Following a proposal by Liberia at MEPC 73, there is an established mechanism to do so and now it is hoped this can be used to help companies prepare for 2020 with detailed information about where and when compliant fuels will be available.

Liberia Maritime Authority issued a document to assist Masters on their responsibilities under Liberian Law and provide guidance to ensure a positive PSC inspection. Under Liberian Regulation 2.35, it is the responsibility of owners and masters to ensure compliance with all applicable international conventions.

Liberia Maritime Authority published a Marine Operations Note, reminding all shipowners and operators that from 2019, each ship of 5,000 gross tonnage and above should collect fuel consumption data for 2019 and each subsequent calendar year or portion thereof.

The People’s Republic of China and the Republic of Liberia signed a five-year extension of their maritime agreement. They also agreed to establish a technical cooperation committee, to collaborate in port state control, crew training and future maritime regulatory policy.
