BIMCO, ICS, INTERCARGO, INTERTANKO and WSC, called the IMO to advance on challenges regarding the global sulphur cap, to avoid risking safety or unfairly penalise individual ships. The trade associations have submitted a number of proposals to IMO, aiming to help smooth the implementation of the global 0.5% sulphur.

Between 2008-2017 there have been 53 total losses of bulk carriers of 10,000 tonne deadweight and above, with the reported loss of 202 seafarers, according to the Bulk Carrier Casualty Report 2017 by INTERCARGO. The report highlights that cargo failure is one of the greatest concerns for the safe carriage of dry bulk and is likely the cause of the loss of 101 seafarers’ lives and 9 vessel losses in the last ten years.

INTERCARGO issued its  Bulk Carrier Casualty report, covering and analyzing bulk carrier casualties from 2008 to 2017. The report revealed that 53 bulk carriers over 10,000 dwt have been identified as total losses over the years 2008 to 2017, with cargo shift and liquefaction remaining a great concern for seamen's safety. 

During its Technical and Executive Committees’ meetings in Singapore on 5 and 6 March, INTERCARGO re-iterated its commitment to a safe, efficient, high quality and environmentally-friendly dry cargo shipping industry and its support, at the same time, for an industry governed by free and fair competition. 

INTERCARGO expressed its concern over the latest piracy incident off Nigeria, where a 57k dwt bulk carrier was attacked by pirates 35 miles south of Brass, kidnapping 10 crewmembers. The Association noted that this incident is a vivid reminder that piracy as an organised criminal activity remains a significant threat to international shipping, trade, and the people who serve it. 

The International Chamber of Shipping, BIMCO, INTERCARGO and INTERTANKO represented the global shipping industry throughout this week's intensive discussions at the IMO, which continued the development of a comprehensive CO2 reduction strategy for the international shipping sector.

On the aftermath of the sinking of the bulk carrier 'EMERALD STAR', INTERCARGO notes that lessons need to be learned promptly after maritime casualties and stresses the importance of timely submission of the casualty investigation report to IMO, as a means of identifying the causes of the incident and enabling corrective actions.

Main topics discussed were the non- availability of Reception Facilities for cargo residues and cargo hold washing waters Hazardous to the Marine Environment, PSC transparency and anti-corruption practices, operational challenges of the BWM Convention, air emissions, design standards for bulk carriers and related equipment.

International shipowner organizations have submitted to IMO a new paper to further elaborate their views on IMO's strategy regarding GHG reduction which is expected for adoption at MEPC72. The submission provides concrete wording on the level of ambition and the accompanying guiding principles.

In view of the IMO's MEPC upcoming meeting, on 3-7 July, INTERCARGO stresses the potential impacts of BWM Convention implementation on bulk carriers, suggesting that the regulation should respect the nature of the industry. The association proposes for existing bulk carriers only, the use of “extended ballast water exchange” to be implemented solely for these tanks.
