North P&I Club reminds ship owners to keep the seas clean in 2013

Shipowners need to ensure they have the right garbage-disposal procedures and policies in place The 'A' rated 170 million GT North P&I Club has reminded its Members that 2013 is the first full year of operation of new international garbage-disposal rules that greatly limit the dumping of garbage at sea. The reminder comes in the latest issue of the Club's loss prevention newsletter Signals, published on January 16, 2013 .According to North's loss prevention manager Andrew Glen, 'With very few specific exceptions, the new rules reverse the historical presumption that most garbage can be discharged at a suitable distance offshore. Shipowners thus need to ensure they have the right garbage-disposal procedures and policies in place and continue to keep the seas clean throughout 2013 and beyond.'In July 2011 the International Maritime Organization adopted amendments to Annex V of the International Convention for the Prevention of Pollution from Ships (MARPOL) in Resolution MEPC.201(62), and issued guidelines for their implementation in Resolutions MEPC.219(63) and MEPC.220(63).Restrictions on the disposal of cargo residues and the discharge of hold wash water containing cargo harmful to the marine environment (HME) have been tightened in the revised regulations. IMO and shipping industry bodies urge continued application of anti-piracy measures

The International Maritime Organization, the International Chamber of Shipping (ICS), BIMCO, the Oil Companies International Marine Forum (OCIMF), the International Association of Independent Tanker Owners (INTERTANKO), the International Association of Dry Cargo Shipowners (INTERCARGO), the International Parcel Tankers Association (IPTA), and the International Shipping Federation (ISF), welcome the recent decrease in the number of attempted and successful attacks against ships by Somalia-based pirates operating in the Gulf of Aden and the western Indian Ocean.This decrease may be attributed to a combination of factors, including: the presence of naval forces disrupting pirate operations; implementation of self-protection measures on board merchant ships and better situational awareness of where the threats are; coupled with more effective action ashore in Somalia by the Somali authorities and the international community.The above-mentioned Organizations remain convinced that the only long-term solution to piracy is to establish effective government and implement the rule of law ashore in Somalia. IMO Sub- Committee On Fire Protection Outcome

56th Session 7 11January 2013 The IMO's Sub-Committee on Fire Protection (FP) held its 56th session from Monday 7 through Friday 11 January 2013 under the Chairmanship of Mr Juan Carlos Cubisino (ARGENTINA); the Vice Chairman, Mr Claudio Abbate (ITALY) was also present.Both were re-elected for 2013. In his welcoming address, the Secretary-General spoke of his ambition to introduce an IMO mechanism for collecting safety related casualties. He hoped to halve the numbers of casualties of which there are currently over 1,000 per annum, to less than 500 by 2015. IMO Secretary-General launches 2013 World Maritime Day theme

'Sustainable Development: IMOs contribution beyond Rio+20' IMO Secretary-General Koji Sekimizu has launched this year's World Maritime Day theme, "Sustainable development: IMO's contribution beyond Rio+20", calling on Governments and the shipping industry to join together and provide a positive contribution towards formulating sustainable maritime development goals.Speaking at a reception to mark the launch of the theme, at the end of the first day of the 56th session of the Sub-Committee on Fire Protection (FP), Mr. Sekimizu said that, as the United Nations' international regulatory body for shipping, IMO has been, and continues to be, the focal point for, and the driving force behind, efforts to ensure that the industry becomes greener and cleaner."I am confident that, through this initiative, the theme chosen by the IMO Council for the 2013 World Maritime Day, - "Sustainable development: IMO's contribution beyond Rio+20" - will be something in which IMO, the shipping industry and all other stakeholders, who are keen to turn the concept of sustainability into a tangible reality, will be able to join together, and make a very positive contribution," he said.The development of sustainable development goals for the maritime transport sector, will be IMO's own contribution to the United Nations led work ...
