To correct a number of clerical mistakes within the initial guidance MEPC.1/Circ.736 Members are advised that IMO has issued revised guidance for the recording of operations in the ORB. The reason for the amendment was to correct a number of clerical mistakes within the initial guidance MEPC.1/Circ.736 which is now revoked. A copy of the revised guidance can be seen here.However, please be advised that for reasons we do not understand at this time, the IMO Secretariat has changed the recording format of the dates to "dd/mm/yyyy" (the original guidance used the format "dd-MONTH-yyyy").To add to the confusion, the third bullet point of the General Guidance in MEPC.1/Circ.736/Rev.1 now reads as follows: "Dates should be entered in dd/mm/yyyy format, e.g. 16-MAR-2009".Please notify your ships about this inconsistency and the change in format. It is a clerical issue which can be explained by the crew as long as they are made aware of the conflicting guidelines IMO has issued.The INTERTANKO Secretariat has approach the IMO Secretariat for clarification on this matter.Source : INTERTANKO

MEPC 1/Circ 754 IMO issues MEPC 1/Circ 754 as follows: The Marine Environment Protection Committee, at its sixty-second session (11 to 15 July 2011), agreed that future Unified Interpretations (UIs) to regulations under MARPOL Annexes should be circulated by MEPC circulars, and as annexes to the Committee's reports.The Committee also agreed to issue a circular with a list of UIs of the MARPOLConvention adopted since MEPC 45, with a view to facilitating their dissemination (MEPC 62/24, paragraph 7.27).For more information, click here.Source: IMO

The adoption of EEDI and SEEMP marked the session The subject of Carbon Dioxide dominates the future of many industries today. IMO has agreed to include the cubic capacity correction factor A reprieve for chemical tanker operators came with the news that the IMO's MEPC has agreed to include the cubic capacity correction factor proposed by IPTA in the EEDI formula.IPTA general manager Janet Strode said that this was an important inclusion within the EEDI that would allow low density cargoes, such as methanol and MTBE, to continue to be loaded as close to deadweight as possible.The MEPC said; "The (working) group agreed to integrate the correction factor into the EEDI calculation guidelines, and doing so would enhance credibility and confidence in the EEDI formula. However, the group considered that the correction factor presented in document MEPC 62/6/13 would require fine tuning."This fine tuning is due to take place at an intersessional working group meeting due to be held next January, 2012.Addressing propulsion and manoeuvrability in bad weather, the working group said; "The group noted that the guidelines for determining minimum propulsion power and speed to enable safe manoeuvring in adverse weather conditions should be developed in a relatively short time, since the guidelines are referred to in the regulatory framework of the EEDI as being voluntary."The committee summed up by ...

Due to change in procedure for completing Supplement As already advised in ClassNK Technical Information No. TEC-0771 dated 13 May 2009, in accordance with Reg. 14 of MARPOL Annex VI, the sulphur content limit value for a fuel oil used outside of an Emission Control Area will be changed from 4.50% m/m to 3.50% m/m on 1 January 2012 and will be effective thereafter.Required sulphur content limit values are described in section 2.3 of the Supplement to the IAPP Certificate using a check box form. So far, only the check box for the sulphur content limit value which is applicable at the time of issuance of the Certificate has been ticked off. Therefore, whenever a new sulphur content limit values is enforced, the IAPP Certificate needs to be replaced each time.However, the IMO MEPC 61 agreed that section 2.3 of the Supplement should be completed on the basis of all available options, with a view to avoiding the need for repeated re-issuance of the Supplement, as the various given dates are passed.
