International experts are meeting at IMO Headquarters this week, in the form of an Expert Workshop, to begin work on updating the inventory of greenhouse gases (GHG) from international shipping, with a view to providing reliable and up-to-date information on which IMO, through its Marine Environment Protection Committee (MEPC), might base its work on further measures to reduce GHG.The Second IMO GHG Study 2009 estimated that international shipping emitted 870 million tonnes, or about 2.7% of the global man-made emissions of CO2 in 2007. An updated GHG inventory is considered necessary as the current estimate contained in the Second study does not take account of the economic downturn experienced globally since 2008. Exhaust gases are the primary source of GHG emissions from ships, with carbon dioxide the most important GHG, both in terms of quantity and of global warming potential. Shipowners need to ensure they have the right garbage-disposal procedures and policies in place The 'A' rated 170 million GT North P&I Club has reminded its Members that 2013 is the first full year of operation of new international garbage-disposal rules that greatly limit the dumping of garbage at sea. The reminder comes in the latest issue of the Club's loss prevention newsletter Signals, published on January 16, 2013 .According to North's loss prevention manager Andrew Glen, 'With very few specific exceptions, the new rules reverse the historical presumption that most garbage can be discharged at a suitable distance offshore. Due to enter into force on 01 January 2013 Revised Marpol Annex V is due to enter into force on 01 January 2013.The International Maritime Organization (IMO) Marine Environmental Protection Committee (MEPC) issued a revised Annex V to the International Convention for the Prevention of Pollution from Ships (MARPOL) under Resolution MEPC.201(62). A copy of the Resolution can be read here.The revision reverses the historical presumption that garbage may be discharged into the sea based on the nature of the garbage and defined distances from shore and now prohibits the discharge of all types of garbage into the sea unless explicitly permitted in regulations 3, 4, 5 and 6 of the Annex. Regulation 7 allows for limited exceptions to these regulations to cover emergencies or non-routine situations.The new regulations generally restrict discharge overboard to food wastes, identified cargo residues which are not covered by other Annexes to the Convention, animal carcasses, identified cleaning agents and additives and cargo residues entrained in hold washwater which are not harmful to the marine environment.
