The purpose of Regulation 3.1 is to ensure seafarers'accommodation and recreational facilities The International Association of Classification Societies (IACS) has issued document to provide member states with information concerning currentlyavailable codes and standards related to the provisions of Regulation 3.1: Accommodation and Recreational Facilities.The purpose of Regulation 3.1 is to ensure that seafarers enjoy decent accommodation andrecreational facilities on board ships consistent with promoting their health and well-being.Ratifying states are obliged to develop, adopt and implement laws that give full effect to allprovisions of the MLC, including subject Regulation 3.1 and associated Standard A3.1, and it isthese national requirements, rather than the MLC itself, with which ship operators must comply.Some of the provisions in Standard A3.1 are detailed and prescriptive while others are more broadlyexpressed. IACS – Procedural Requirement for Confined Space Safe Entry

LR Statutory Alert reminds operators to consider the requirements in PR37 Confined space entry and working continue to present significant risks to surveyors. Considering these risks and based on the practical experience of its members, IACS has developed a new Procedural Requirement (PR37) to ensure surveyors' safety when entering confined spaces. It is hoped that this will positively influence the safety performance of the marine industry.The PR is being implemented by all IACS members from 30 June, 2013.The requirements in PR37 have been categorised into three groups:trainingconfined space entry proceduresequipment for surveyors entering a confined space.The PR contains minimum requirements applying to survey activities carried out on existing ships, during new construction, in repair yards and in vendors' fabrication shops and facilities.All shipyards, shipowners and operators are reminded to consider the requirements in PR37 as part of survey planning and review any changes that occur during any confined space entry.It is available to download from theIACS websiteSource: LR Statutory Alert

IACS Harmonised Common Structural Rules Released for Industry Review

The International Association of Classification Societies (IACS) is pleased to announce the release of the second draft of IACS harmonised Common Structural Rules (CSR) on the IACS website.As part of the agreed process of development, IACS invites Industry to offer comments on all parts of the draft Rules - prior to the end of August 2013. Feedback should be submitted via e-mail to [email protected] second draft of the harmonised CSR builds on the first draft that was released in July 2012. The rule text has been further developed to take into account feedback received during the first review period although some of the more detailed comments are still being considered. Presentations of the second draft of harmonised Rules are provisionally planned in Asia and Europe.A key objective of the CSR harmonisation project was to achieve full compliance with the IMO Goal Based Standards (GBS) which come into force in the middle of 2016.
