BSEE issues updated Notice to Lessees during hurricane season

  BSEE is providing updated guidance for the current and future hurricane seasons through a Notice to Lessees (NTL) released. NTL 2015-G02 clarifies reporting requirements related to personnel evacuation, production curtailment, and shut-in activity. These reports are received and processed within BSEE’s hurricane response team and is required to help mitigate risks associated with hurricanes and tropical storms on the Outer Continental Shelf (OCS). Offshore oil and gas operators determine when to activate their severe weather plans for their drilling rigs and production platforms. Once activated, operators are required to report daily to BSEE’s hurricane response team. Reporting and monitoring continues during these storms and until operations return to normal following the severe weather. Through an interagency collaboration, US Coast Guard is embedded within BSEE’s hurricane response team to better coordinate response activities should they be required. NOAA launches research to improve hurricane forecasting

NOAA scientists and partners are launching a number of new unmanned aircraft and water vehicles to collect weather information as part of a coordinated effort to improve hurricane forecasts. Several of these research projects and other NOAA led efforts to improve hurricane forecasting were made possible, in part, because of the Disaster Relief Appropriations Act of 2013. The act was passed by Congress and signed by the President in the wake of Hurricane Sandy. It provides $60 billion in funding to multiple agencies for disaster relief. NOAA received $309.7 million to provide technical assistance to those states with coastal and fishery impacts from Sandy, and to improve weather forecasting and weather research and predictive capability to help future preparation, response and recovery from similar events. Port of Virginia expected to be unaffected by Arthur hurricane

The Port of Virginia is closely monitoring the movement of Hurricane Arthur and is taking precautionary steps to prepare the terminals for any eventuality, in accordance with standard operating procedures. As of 2:00 p.m. today, July 3, the port does not anticipate any changes to its operating hours: Friday, July 4, the port is CLOSED in recognition of Independence Day Saturday, July 5, truck gate hours at NIT and APM Terminals Virginia are scheduled from 7 a.m. to 5 p.m. Port terminals, including PMT, NNMT, Port of Richmond and the Virginia Inland Port, will reopen on Monday, July 7 The port's team that monitors these types of weather-related events does so in close coordination with the U.S. Coast Guard. UK P&I Club issues guide on how to prevent improper discharges

The UK P&I Club has published a new pocket guide for ship owners and operators on how to prevent improper discharges of oily water from their vessels. Such discharges - which are sometimes undertaken by crew members believing they are acting in their employer's best interests - can prove economically disastrous. The publication follows two high-profile prosecutions against ship operators in the US last year for pumping out oily bilge water, resulting in criminal convictions and fines of US$11.5 million. Both cases were brought under the US Act to Prevent Pollution from Ships (APPS), which implements the International Convention for the Prevention of Pollution from Ships (MARPOL). Annex I of MARPOL requires machinery space bilge water to be processed through a functioning oily water separator before it is discharged, with an oil content meter sampling the effluent to ensure there is no more than 15 parts per million of oil. Under APPS it is a crime in US waters to bypass or trick the oily water separator or oil content meter, or to maintain an inaccurate oil record book. BSEE prepares for 2014 Atlantic Hurricane Season

(Hurricane Katrina - Imahe Credit: NASA) June 1st marked the beginning of the 2014 Atlantic hurricane season. In its 2014 outlook, the National Oceanic and Atmospheric Administration (NOAA) is predicting that 3-6 hurricanes will form this season. Should a storm enter the Gulf of Mexico and disrupt offshore oil and gas operations, BSEE will post updated activity statistics on www.bsee.gov each day at 2 pm EDT. BSEE has also posted a video describing the bureau's Hurricane Response Team (HRT). ICS publishes Annual Review 2014

The International Chamber of Shipping (ICS) has published its latest Annual Review of maritime policy and regulatory developments in advance of its Annual General Meeting. The 2014 Annual Review covers the wide-ranging scope of ICS's activities as the world's principal international trade association for ship operators, and can now be downloaded free of charge from the ICS website (www.ics-shipping.org/docs/annualreview2014). Printed copies are being distributed via ICS's 34 member national shipowners' associations, which collectively represent all sectors and trades and over 80% of the world merchant fleet at international regulatory bodies that impact on shipping, including the International Maritime Organization (IMO).
