Aggressively deploying zero and near-zero emission trucks and cargo-handling equipment and expanding programs that reduce ship emissions are among the core strategies the ports of Los Angeles and Long Beach are proposing for eliminating all harmful air pollution from port-related sources.

The pressure on Europe to take action on shipping’s climate emissions is building after the International Maritime Organisation (IMO) decided last month to delay by at least a further seven years any decision on a global agreement to cut GHGs from ships. Leading members of the European Parliament called the delay an abject failure by national governments and the shipping industry.

SSI has welcomed progress made at the IMO MEPC 70 for developing a strategy to reduce GHG emissions from shipping by 2023 and highlighted that critical work must be done now to enable shipping industry to define the ‘level of ambition’ for emissions reduction.

Ban Ki moon has welcomed the steps agreed upon by the IMO to address GHG emissions from shipping including: efforts to limit sulphur emissions; a mandatory data system for fuel consumption; strengthened implementation of energy-efficiency regulations; and a road map for developing by 2023 a comprehensive IMO strategy

MEPC 70 has concluded with a decision on defined tasks and timelines to reduce GHG emissions from ships and also to have a global 0.5% sulphur limit in 2020 and a NECA in the North Sea and Baltic Sea. These IMO decisions on global regulation of ship emissions have been applauded by ECSA and the European Commission.

IMO's decision to delay by at least a further seven years any agreement on reducing greenhouse gas emissions from shipping has been criticised for failure to reach carbon emissions deal by leading members of the European Parliament and an environmental NGO.

MEPC 70 decided that ships of 5,000 gross tonnage and above will have to collect consumption data for each type of fuel oil they use, as well as other, additional, specified data including proxies for transport work. The data collected will provide a firm basis on which future decisions on additional measures, over and above those already adopted by IMO, can be made.

The Danish Maritime Authority takes part in MEPC70 considerations, which may have consequences for, inter alia, ships' reduction of greenhouse gas emissions. The London meeting is topical in the light of the approaching entry into force of the Paris Agreement, and its outcome is important to future shipping.

LR and Shipping in Changing Climates, a $4m multi-university and cross industry research project funded by EPRSC, have released Low Carbon Pathways 2050, a new study that details a number of potential pathways for the shipping industry’s transition to a low carbon future.

A coalition of shipowners and operators, logistics businesses, suppliers to the maritime industry, industry associations, and NGOs are calling for a “clear, ambitious long-term objective” for shipping emissions to be set at MEPC 70.
