Waste has become a challenging issue that the shipping industry has to deal with, not only because it affects marine life and oceans, but because it is also a barrier to ports and their operations. Thus, the EU funded SAFEMED IV project will run on the ports of Arzew, Bejaia, Skida, old and new port and Algiers in Algeria.

A Garbage Management Plan on board provides a systematic approach to the disposal and control of garbage in the marine environment. Namely, the revised Annex V of MARPOL 73/78 requires every ship of 400 GT and above and certified to carry 15 persons or more, to have a Garbage Management Plan. Scope of this plan is to provide compliance with MARPOL and Company’s policy on garbage management.

ESPO welcomed the development towards better enforcement and less administrative burden under the new Port Reception Facilities Directive, as agreed between the Parliament and the Council on 12 December. However, it regrets that the polluter will not fully pay the cost.

ICS published a new edition of its 'Guidance for the Preparation and Implementation of Garbage Management Plans as Required by MARPOL Annex V'. This edition aims to help shipping companies comply with the latest requirements of the IMO regulation regarding treatment and disposal of garbage from ships.  

AMSA, the Australian Department of Agriculture, and the Port of Brisbane have conducted a pilot project to investigate the feasibility of recycling garbage from international ships at the Port of Brisbane, in a bid to ensure effective management of biosecurity risks across the country. 

AMSA, in partnership with the Australian Department of Agriculture and Water Resources, North Queensland Bulk Ports Corporation and Mackay Regional Council, has initiated a pilot program at the Port of Hay Point to investigate the feasibility of recycling garbage from international ships.

The new regulations regarding enhanced supervision and controls on ship pollution came into force on 1st of May 2018 in Tianjin, Northern China's largest port. This set of regulations apply to pollution caused by vessels, as well as their relevant operations in the territory of Tianjin Port. It also includes navigation, berthing as well as operation. 

During his presentation at the last GREEN4SEA Conference, Mr. Sotiris Raptis, Senior Policy Advisor for Environment and Safety, EcoPorts Coordinator, ESPO, focused on the position of European ports on the revision of the Port Reception Facilities Directive, recently published by the European Commission.

On 1 March 2018, the amendments to update Form B of the Supplement to the International Oil Pollution Prevention Certificate, in relation to segregated ballast tanks, entered into force. On 1 March 2018, the Ship fuel oil consumption data reporting requirements and the Garbage requirements under MARPOL Annex V also became effective.

The latest amendments to MARPOL Annex V will come into force on 1 March 2018 and require vessels to implement changes regarding handling, management and record keeping of garbage onboard. The current version of MARPOL Annex V entered into force on 1 January 2013 and prohibits the discharge of all garbage into the sea in general.
