ICS published the annual Shipping Industry Flag State Performance Table, highlighting a 25% increase in flag states reporting on seafarer labour standards compared to last year.

The Paris MoU Committee approved at its 55th meeting the 2021 inspection results and adopted new performance lists for flag States and Recognized Organizations (ROs).

The annual Shipping Industry Flag State Performance Table, from ICS, has identified reporting on seafarer wellbeing as a “casualty of the pandemic”.

ICS has published the latest Flag State Performance Table for 2020-2021 which finds that many of the largest flag states – including the Marshall Islands, Hong Kong (China), Singapore as well as the Bahamas and Cyprus– continue to perform to an exceptionally high standard, with traditional flags and open registers performing equally well.

In its annual PSC report, Tokyo MoU presented the flag states included in the White, Grey and Black list respectively. The list indicates levels of performance of flags over a three-year rolling period (2017-2019). 

The Paris MoU Committee approved the 2018 inspection results and adopted new performance lists for flags and Recognized Organizations. These lists will apply from 1 July 2019. The list is based on the total number of inspections and detentions over a 3-year rolling period for flags with at least 30 inspections in that period. 

ICS published the latest update of its Flag State Performance Table. In the report, ICS analyzes how the administrations performed, by providing an annual overview of the world’s ship registers against a number of criteria. The Flag State Performance Table presents the performance of individual flag states worldwide, and analyses the administrations' performance based on a number of criteria.

The ICS Table  presents the performance of individual flag states worldwide, and analyses the administrations' performance based on a number of criteria such as port state control records, ratification of international maritime Conventions and attendance at IMO meetings. This year, a new criteria on participation in the ‘IMO Member State Audit Scheme’ has been included.

Cayman Registry has been acknowledged, for the sixth year running as one of the world’s leading flags. It is one of the flag states who have received such distinction in this year’s performance table by ICS.

The new ICS Flag State Performance Table for 2016/2017 continues to highlight the sound performance of all of the world’s major flag administrations, regardless of whether they are open registers or so called ‘traditional’ maritime flags. An important development in this period is that participation by maritime administrations in the IMO Member State Audit Scheme became mandatory in 2016.
