On 23 April, the National Center for State Maritime Administration received a SOS signal about a fire accident on the Russian-flagged unladen PALFLOT-2 tanker, which was 110km from the coast and was floating from Azerbaijan’s Dubandi port towards Turkmenistan’s Alaja port.
