New scheme of checks on vessels’ bunkers at the Port of Genoa

UK P&I Club issued a bulletin to advise of a new scheme of checks on vessels’ bunkers at the Port of Genoa. Vessels at berth or anchorage at EU ports are obliged to use fuel oil with maximum 0.1% sulphur content. From 1st January 2015 the local port authorities at the Terminal VTE in Genoa Voltri will implement regular checks of the bunkers on-board. UK P&I Club also reminds of the new sulphur emissions regulations that enter into force from 1st January 2015. New guidelines on application of MARPOL Annex VI Reg 18 in an ECA have just been published by the Paris MOU. They cover the items that Port State Control Officers will be looking for during a PSC inspection within an ECA or first port after transiting the ECA. These guidelines can be found here. EU to back a wider use of LNG as a marine fuel

The EU's TEN-T Programme will co-finance with over €2.5 million studies to support the use of liquefied natural gas (LNG) as marine fuel in the eastern Mediterranean. The economically attractive LNG could help decrease the sulphur content in marine fuels from 3.5% to 0.5%. European regulation on transport requires the shipping sector to reduce greenhouse gas emissions by at least 40% by 2050. One of the ways to reach this goal is to use cleaner fuel such as LNG. The TEN-T programme puts forward the obligation to provide publicly accessible LNG refuelling facilities in all core European ports by 2030. This project aims to design an LNG transport, distribution, supply - including bunkering - network and infrastructure for LNG use as marine fuel in the eastern Mediterranean (Greece, Cyprus, Italy), and define the framework for a well-functioning and sustainable market. The project is contributing to a larger initiative with the ambition to establish an LNG network in the eastern Mediterranean, develop a sustainable market for LNG as marine fuel, revive the shipping industry, as well as increase the fleet competitiveness, efficiency and sustainability. LR supports application by two Chinese recycling facilities to join EU list

LR’s initial verification of the Ship Recycling Facility Plans for both Zhoushan Changhong International Ship Recycling Co. Ltd. and Jiangyin Xiagang Changjiang Ship Recycling Yard  – the first non-EU applications – is a vital first step towards the facilities’ inclusion on the European Union’s list . LR is working with facilities seeking to be at the forefront of sustainable ship recycling and continues to support Sea2Cradle who have been assisting shipyards in complying with international, regional and local regulatory requirements. The official documents for the application were presented at a ceremony at the Berlaymont offices of the European Commission in Brussels by Mr Li Hongwei, owner of Zhoushan Changhong International Ship Recycling Co. Ltd. and Jiangyin Xiagang Changjiang Shiprecycling Yard, Mr Tom Peter Blankestijn of Sea2Cradle, and LR’s Jim Heath. With a capacity of 1.1 million LDT (light displacement tonnes) and 1.2 million LDT respectively, the Zhoushan and Jiangyin yards are the largest ship recycling facilities in the world. EMSA replaces Maritime Accident Review publication EMSA issued "Annual Overview of Marine Casualties and Incidents" which is intended to replaceMaritime Accident Review which was published in 2007, 2008, 2009 and 2010 based on data extracted from commercial sources.This publication presents casualty statistics on ships flying a flag of an EU MemberState, accidents in European territorial seas and internal waters or wherever thereare European interests involved, as reported by EU Member States in EMCIP.Considering the date of the implementation of the Accident Investigation Directivein June 2011, the Agency decided to cover the 2011-2013 period of EU MemberStates reporting in one publication. It is intended in future publications to providemulti-annual data to enhance analysis and, for example, highlight trends in thearea of maritime accidents.Despite using only EU Member States as information sources, the data can besubject to small changes over time as more information is added or older cases areretroactively added to the EMCIP database. EU reaches agreement on monitoring of CO2 shipping emissions

The Council reached a political agreement on the regulation setting out new EU-wide rules for monitoring, reporting and verification of CO2 emissions from ships. The new mechanism for monitoring reporting and verification of CO2 emission from ships is a building block towards the implementation of the 2030 framework. At the same time, it is a contribution to the international negotiations at the International Maritime Organization, aimed at a global monitoring, reporting and verification system. International maritime shipping is the only means of transportation not included in the EU’s commitment to reduce greenhouse gas emissions. Monitoring CO2 emissions from ships is the first step in a staged approach to reducing greenhouse gas e missions in this sector as well.The new regulation will improve information about CO2 emissions relating to the consumption of fuels, transport work and energy efficiency of ships. This will make it possible to analyse emission trends and assess ships’ performances. New rules will cover CO2 emissions from ships above 5000 gross tons. Warships, naval auxiliaries, fish catching or processing ships, wooden ships of a primitive build, ships not propelled by mechanical means and government ships used for non-com mercial purposes will be excluded from these measures. Ties closing between HELCOM and Baltic Sea regional strategy

The cooperation between HELCOM and the EU Strategy for the Baltic Sea Region (EUSBSR) is expected to smoothen.   For the first time, a dedicated session with the representatives from relevant EUSBSR Priority Areas and Horizontal Actions was successfully organized as a part of the meeting of HELCOM Heads of Delegation representing all the Baltic coastal countries as well as the EU. Concrete proposals on why and how to improve the synergies between HELCOM and EUSBSR have been listed in the meeting outcome. The shared goal would be to better communicate the policy directions and needs by HELCOM, which then can be met with and supported by the EUSBSR work and projects. The meeting recommended practical ways for better use of the expertise of HELCOM groups. Using the existing forums, co-chairing, back-to-back meetings, opportunity for involving Russian experts, and helping HELCOM countries in tapping into EU funding were also mentioned as practical solutions for more effective regional cooperation. The timing for the joint HELCOM-EUSBSR meeting was particularly adept, as the HELCOM streamlining process has been completed few months ago while the Action Plan of the EUSBSR is currently under revision, expecting launch at the Strategy's Annual Forum in mid-June 2015. ...
