The International Hydrographic Organization (IHO) Member States adopted the first set of operational standards within the S-100 framework.

Industry stakeholders have discussed a lot about the pros and cons of paperless navigation concluding that ECDIS does have an edge over the traditional paper chart navigation. However, the question for the navigating officers remains the same. Can they steer the vessel, following a pre scheduled passage plan, avoiding grounding?

Ahead of the IHO’s compliance deadline of 31 August 2017, the UK Hydrographic Office urged owners and operators to ensure their ECDIS systems are using S-52 Presentation Library Edition 4.0. The deadline coincides with the launch of a worldwide Concentrated Inspection Campaign by Tokyo MoU and Paris MoU.

In its monthly "Risk Watch" report, the Britannia P&I Club informs ship operators on the importance of ensuring a correct appliance of charts, on ships that are using traditional paper charts, as well as on ships that are using ECDIS as the primary means for navigation.

IHO has revised its ENCs standards for ECDIS, therefore, all ECDIS systems used on board a vessel are required to receive updated functions before 31 August 2017. In case the software renewal is not applicable so as the system to be compatible with the latest IHO standards, the ECDIS itself should be replaced before the deadline.
