Briefing from IMO Intersessional meeting on EEDI/SEEMP

The most important relevant items during the meeting INTERTANKO attended this week the IMO/MEPC Intersessional Meeting dedicated to finalisation of IMO guidelines for the calculation of the attained Energy Efficiency design Index (EEDI), the verification and control process of the data used for the EEDI calculation and the guidelines for the Ship Energy Efficiency Management Plan (SEEMP).Some of the most important relevant items that were handled at this meeting are as follows:Cubic capacity correction factor for chemical tankers - We remind you that when the EEDI regulation was approved by MEPC 62 in July 2011, it was agreed to include into the EEDI formula a cubic correction factor for chemical tankers which should take into account the cubic capacity of these ships as related to their deadweight. This week's meeting had to conclude on how to determine such a correction factor. After a number of deliberations, the cubic correction factor for chemical tankers will be determined by the formula fc = R-0.7 - 0.014 (fc = 1 when R = 0.98) where R is the ratio between the ship's deadweight and its capacity. The value of the correction factor is illustrated in this graph on which the red line is the ...

IMO Sets Emission Norms for Shipping

IMO Regulations for shipping International Maritime Organization (IMO) has made the following regulations mandatory for the international Shipping:1.Sulphur limit in the fuel oil is reduced to 3.5% from 4.5% applicable from 1st January, 2012.2. Sulphur limit in the fuel oil is reduced to 1% from 1.5% in Emission Control Area (ECA) - applicable since 1st July, 2010.The proposed regulation by International Maritime Organization sets a required 'Energy Efficiency Design Index (EEDI)' value to apply in four phases from 1st January, 2013 to 1st January, 2025.Government has approved ratification of MARPOL* Annex VI so as to avail the waiver of the requirements of compliance with the Energy Efficiency Design Index (EEDI). Parties to the MARPOL Annex VI have the option to waive the EEDI requirement on their ships for a maximum of 4.0 to 6.5 years after the entry into force.Ministry of Petroleum and Natural Gas has already been advised the requirement of the IMO regarding maximum limit of sulphur in fuel oil for ships.Source: Press Information Bureau, Government of India

EEDI Calculator information

BIMCO Energy Efficiency Design Index The BIMCO Energy Efficiency Design Index (EEDI) Calculator incorporates reference lines and future limits for the Required EEDI that some ship types have to meet in the future.Careful analysis of the adopted regulation text in MEPC.203(62) compared with draft guidelines submitted to the 62nd meeting of MEPC reveals use of inconsistent language that may be subject to interpretation with the regulations themselves. This inconsistency appears to be isolated to container ships only.Knowing the future regulatory limits of EEDI for container ships is crucial to ship builders, designers, shipowners and not least to Administrations. Specifically, the issues relate to the "capacity" to be used in the formula for calculating a ship's Required EEDI.The most unambiguous language defining the "capacity" is contained in the draft guidelines submitted to MEPC 62, and that definition is also what is incorporated into the BIMCO EEDI Calculator.BIMCO will seek to get the regulatory language clarified to remove this apparent inconsistency.Source: BIMCO

Feature: New news, old news

Top 100s, Top 20s, Reviews of the Year Top 100s, Top 20s, Reviews of the Year - all the rage at this time of year. A bit of fun by themselves and not much harm, they provide a good opportunity to rank and review who has done what in the past year and even what we might expect. It might be the nature of the new mass media world that we live in, but not only does time appear to run faster, we also forget more quickly. Looking back I found plenty of reminders of what I had already forgotten, much of it informative for 2012.The year began with a terrible dry bulk market and bad news coming in the form of tonnage oversupply, doom-laden freight rate forecasts and the short term impact of floods in Australia. This saw the publication of the first ever negative Baltic freight rate assessment and analysts queuing up to pronounce the end of the world - your correspondent not least.Plunging rates coincided with a spike in commodity price and demand, though these positions have traded places over the course of the year. However we end 2011 with the Capesize market supported by port congestion and ...

Three NYK Group Tankers Recognized in Maritime and Port Authority of Singapore s Green Ship Program

NBAsia is the first Asian shipping company to receive this recognition Three Singapore-flag tankers owned by NYK Bulkship (Asia) Pte. Ltd. (NBAsia; headquarters: Singapore), an NYK Group company, have been recognized in the Maritime and Port Authority of Singapore's (MPA) Green Ship Programme for the Energy Efficiency Design Index (EEDI)1 certification received by these vessels.NBAsia is the first Asian shipping company to receive this recognition. The three ships - Challenge Premier, Challenge Paragon, and Challenge Polaris - were all built by Shin Kurushima Dockyard Co. Ltd. and received EEDI certification from Nippon Kaiji Kyokai (Class NK).In July, an amendment to MARPOL Annex VI2 was adopted by the International Maritime Organization (IMO)3 mandating an EEDI for ships for which (1) the building contract is placed on or after 1 January 2013, or (2) in the absence of a building contract, the keel is laid or the ship is at a similar stage of construction on or after 1 July 2013; or (3) delivery is on or after 1 July 2015.Different standards apply to different classes of ships, and the standards will be gradually strengthened. The MPA's Green Ship Program affords preferential treatment, including a reduction of port charges, to Singapore-flag vessels that ...

DNV Releases New Fuel Saving Guidelines

Fuel Saving Guidelines for Bulk Carriers The combination of low charter rates and high fuel prices is creating a strong interest in fuel saving measures. DNV has now updated the Fuel Saving Guideline for Bulk Carriers, which was released in April this year, and has issued three new guidelines covering tank, bulk, and container vessels.DNV released the first version of the Fuel Saving Guideline for Bulk Carriers in April this year. "The very positive reception we received from owners and operators of bulk carriers have prompted us to prepare an updated guideline which covers more areas in even more detail. The need for objective guidance is very strong in the current situation with low rates and high fuel prices," says Michael Aasland, DNV's Business Director for Bulk Carriers.DNV has now also issued three separate guidelines, each covering a major ship type."The tanker version of the Fuel Saving Guideline provides an easy overview of different fuel saving alternatives for tankers, with their typical operation profile - both existing vessels and new designs. Tanker charterers, which are frequently paying the fuel bill, are likely to include IMO's Energy Efficiency Design Index (EEDI), now that this has been implemented for new vessels contracted ...

Study shows significant reductions in CO2 emissions from ships from IMO measures

Assessment of IMO mandated energy efficiency measures for international shipping An IMO-commissioned study into the impact of mandatory energy efficiency measures for international shipping shows that implementation of the measures will lead to significant reductions of greenhouse gas (GHG) emissions from ships, specifically reductions of carbon dioxide (CO2), resulting from enhanced fuel efficiency. The study found that, by 2020, an average of 151.5 million tonnes of annual CO2 reductions are estimated from the introduction of the measures, a figure that by 2030, will increase to an average of 330 million tonnes annually. CO2 reduction measures will result in a significant reduction in fuel consumption, leading to a significant saving in fuel costs to the shipping industry The study, Assessment of IMO mandated energy efficiency measures for international shipping*, was launched on Monday (14 November) ahead of the forthcoming United Nations Climate Change Conference, to be held in Durban, South Africa, from 28 November to 9 December, 2011.IMO will report to that Conference on the breakthrough adoption, in July 2011 at IMO's Marine Environment Protection Committee (MEPC), of mandatory technical and operational measures to reduce GHG emissions from international shipping. Amendments to the International Convention on the Prevention of Pollution from Ships ...
