Low Temperature Liquid Cargoes

Discharge ports have a minimum acceptable cargo temperature Export of products, i.e. gas condensate, from ports exposed to low temperatures is increasing. For some ports, i.e. Vitino on the White Sea, the cargo is transported to the terminal by rail and stored in tanks exposed to the ambient air temperature.Due to the transport and storage time it can be anticipated that the cargo will be close to the ambient air temperature. The terminal has no means for heating the cargo. When the cargo is delivered to the ship the terminal can inform the vessel of the cargo temperature, but it is the vessels responsibility to decide how to handle it, for example by low filling rates and/or use of ballast water to partially warm the cargo.There can also be challenges at discharge ports. Based on information received from operators some discharge ports have a minimum acceptable cargo temperature. One operator indicated a minimum acceptable temperature for discharge of -4o C, but this will certainly vary from terminal to terminal. First true hybrid system to be installed on board an offshore supply vessel

World' s first hybrid system for ship A true hybrid energy system is currently being developed for installation on board the offshore supply vessel Viking Lady. An impressive battery pack for energy storage will soon be installed. When the new system is complete, the operation of the engine will be more smooth and cost effective giving further emission reductions.The Viking Lady is not like any other offshore supply ship. The three-year-old LNG-fuelled vessel, which is owned by Eidesvik Offshore, was the very first merchant ship to use a fuel cell as part of its propulsion system. The fuel cell, which generates an electric output of 330 kW, was installed in the autumn of 2009 and has successfully run for more than 18,500 hours. Based on this, the Viking Lady is already one of the world's most environmentally friendly ships. Now another first step is to be taken to reduce its emissions even more. Once the battery pack is in place, the ship will operate using a hybrid system similar to that which has been installed in hybrid cars for a number of years. Updates re Environmental Legislation

MEPC 63, new USCG standards, Unitor BWMS recall from the market and the new California sewage water The IMO Marine Environment Protection Committee (MEPC) held its 63rd session from 27 February to 2 March 2012.There was general agreement that treated sewage in ballast tanks is a MARPOL Annex IV issue(Prevention of Pollution by Sewage from Ships); grey water was not discussed in detail. The issue is expected to be addressed at the next MEPC in October. In the meanwhile, DNV recommends not fitting any connections from sewage or grey water to the ballast tanks onboard ships.The IACS proposal to issue certificates prior to the entry into force of the Ballast Water Management Convention (to save time) with a stamp stating that the certificate is only valid once the Convention enters into force received general support. DNV recommends that shipowners request these pre-certificates (together with approved BWM Plans and initial surveys for exchange) at their earliest convenience to avoid queuing up when the BWM Convention is fully ratified.A proposal for test facilities to have a shorter retention time when testing for type approval under the G8 Guidelines of the BWM Convention due to high water temperature was discussed and acknowledged. New person weight for liferafts

What are the consequences? Reference is made to the revised LSA Code, applicable from 1 January 2012, where the person weight for the design and testing of liferafts has been increased from 75 to 82.5 kg.Until further notice, the following preliminary IACS position shall be DNV practice:All ships constructed (keel laid) on or after 1 January 2012 should carry liferafts approved on the basis of an average person mass of occupants of 82.5kg. The SWL of any davits installed for launching these liferafts should be approved on the basis of an average person mass of occupants of 82.5kg.All ships constructed before 1 January 2012 may continue to use inflatable liferafts approved on the basis of an average person mass of occupants of 75kg unless such rafts are "replaced". Replaced liferafts do not include rafts which are "exchanged" for servicing, in cases where Owners have made arrangements with service firms to exchange such liferafts. DNVPS general reduction in high sulphur samples

Worldwide 2.0% of the samples contained more than 3.50% but ARA precentages still high Testing service DNVPS says that worldwide, 2.0% of the bunker samples it tested between 4 and 17 February 2012 contained more than 3.50% m/m sulphur compared to 2.4% in the previous two weeks.DNVPS monitoring the development in the sulphur levels of commercial samples and its findings cover HFO samples, excluding low sulphur fuel samples, of all viscosity grades. As of 1 January 2012, the global sulphur limit was reduced to maximum 3.50% m/m in accordance with Regulation 14 of MARPOL Annex VI for ships not equipped with abatement technology or other compliance.According to DNVPS, ARA is still the area with the highest percentage of samples being supplied with sulphur concentrations above 3.50% m/m. Samples from Rotterdam came in at 14.3%, Antwerp 2.6% and Amsterdam 20.0%. Compared to the first week of 2012, Rotterdam has seen a marked improvement from the 57% reported by DNVPS. DNVPS tests show fewer samples exceeding new 3.5% global sulphur limit Fuel testing service DNVPS says that commercial samples indicate a general reduction in the number of samples exceeding 3.50% m/m sulphur.The study covers HFO samples (excluding low sulphur fuel samples) representing heavy fuel oils bunkered in the two-week period between 21 January and 3 February 2012. The samples cover all viscosity grades.DNVPS reports that about 24% of the samples containing more than 3.50% sulphur have viscosity above 420cSt at 50C. Worldwide, 2.4% of the samples contained more than 3.50% m/m sulphur compared to 2.7% in week 03/2012. The company remarks that ARA is the area with the highest percentage of samples being supplied with sulphur concentrations above 3.50% m/m. Rotterdam had 18.8%, Antwerp 11.1% and no samples tested with more than 3.50% m/m sulphur from Amsterdam.Compared to the first week of 2012, Rotterdam has seen an improvement while Singapore has seen a significant drop, to 2.7%, in the number of samples tested with more than 3.50% m/m sulphur, compared to 6.0% found in week 03/2012.Hong Kong's resulted have varied sharply. Students will help to find solutions for the oil spill protection of the Arctic

Reducing risk by developing new or improved systems for oil spill prevention In recent years, DNV's summer project has focused on oil activities and shipping in Arctic regions. "Following the new, major finds in Norway's section of the Barents Sea, this subject has become even more relevant. One important principle in this respect is to achieve the same level of safety as in the North Sea. Challenges involving the dark, weather conditions, ice and not least the great distances make it necessary to expand knowledge and develop technology further," says Ørbeck-Nilssen.One of the initiatives for reducing risk is to develop new or improved systems for oil spill prevention and containment in the event of industrial accidents.
