South Korea excluded cargo containing hazardous substances from being transferred or unloaded from vessels at several terminals of the port of Ulsan, following the fire that erupted at the port on Saturday 29 September.
The Maritime Safety Committee (MSC) is meeting for its 101st session. Its agenda is including maritime autonomous surface ships, polar shipping, and goal-based standards among other agenda items. Numerous draft amendments will be adopted, regarding dangerous cargo, autonomous ships, polar shipping and fuel oil safety.
The UK MCA published a Merchant Shipping Notice regarding the transport of dangerous goods and marine pollutants in packaged form by sea on ships within UK waters and on UK ships. The amendment 39-18 to the International Maritime Dangerous Goods Code will enter into force globally on 1 January 2019, with a twelve month “transitional period” until 31 December 2019.
A maritime rescue drill took place at Waigaoqiao, China on Friday, October 12, under the city’s maritime security preparations regarding the China International Import Expo. During its course, three cargo containers ‘fell’ off a ships while it was leaving the dock and one of them was containing ‘dangerous’ goods.
On the aftermath of the major fire that killed five crew members onboard the ‘Maersk Honam’ in March, Danish giant Maersk conducted a thorough review of current policies in the stowage of dangerous cargo, and has now implemented new guidelines to improve safety across its container ship fleet.
As Capt. Akshat Arora, Senior Surveyor at the Standard P&I said, the Club regularly receives questions regarding the carriage of dangerous cargoes in packaged form. As of 1 January 2018, the 2016 edition of the IMDG code is in effect, and Mr. Arora reminds the requirements of this code.
With the growing size of container vessels, misdeclaration of cargo together with insufficient firefighting capabilities are currently two of the main challenges related to container ship safety.
The Association of Bulk Terminal Operators has called for a complete overhaul of the cargo sampling and liquefaction testing protocols for raw ores and less common cargoes, such as nickel ore, fine wet coal and bauxite, pointing out that the current methods for danger identification are inadequate, specially in ports where conditions are inclement.
