Ship’s Propulsion and Auxiliary Machinery – a challenge to keep under control

Tokyo MoU CIC from 1 September to 30 November 2013 Defects related to propulsion and auxiliary machinery installations have traditionallybeen one of the top six categories of deficiencies recorded during port State control(PSC) inspections in previous years. An average of 7% of the total number of thedeficiencies identified within the Tokyo MOU region are related to machineryinstallations. For the purpose of verifying compliance with the requirements of SOLASConvention Chapter II-1, member Authorities of the Tokyo MOU undertook aConcentrated Inspection Campaign (CIC) on Propulsion and Auxiliary Machinery from1 September to 30 November 2013.During the three-month's period, a total of 8,257 inspections were carried out duringthe CIC by the Tokyo MOU member Authorities, of which 6,367 inspections wereconducted with a CIC questionnaire (77.1%). A total of 282 detentions were recordedduring the CIC inspections, among which 72 or 25.5% of them were detained as adirect result of the CIC. Paris MoU reveals Preliminary Results CIC on Propulsion and Auxiliary Machinery

Propulsion and Auxiliary Machinery a matter of concern on older ships Weel maintained engine room / Image Credit: Paris MoUPreliminary results from the Concentrated Inspection Campaign (CIC) on Propulsion and Auxiliary Machinery, carried out between 1 September 2013 and 30 November 2013 in the Paris MoU region show that:68 ships (41% of all detentions) were detained over the 3 month period as a direct result of the CIC for deficiencies related to propulsion and auxiliary machinery. Problem areas included the propulsion of the main engine, cleanliness of the engine room and emergency source of power/emergency generator.In previous years deficiencies related to propulsion and machinery installations accounted on average for 7% of the total number of deficiencies within the Tokyo and Paris MoU´s, ranking number six in comparison with all the deficiencies by categories statistics.Reason enough for the Paris MoU to concentrate attention to this area during a CIC.More than half (54%) of all CIC-topic related detentions involved ships of 20 years or more. Propulsion and Auxiliary Machinery: Main Cause of Ship Detention

According to Black Sea MoU CIC preliminary results Concentrated Inspection Campaign (CIC) on Propulsion and Auxiliary Machinery carried out between 1 September 2013 and 30 November 2013 in the Black Sea MOU region shows the following preliminary results:13 ships have been detained in the Black Sea MOU region during the course of the CIC through deficiencies relating to propulsion and auxiliary machinery. The most notable deficiencies concern documentary evidence of fitness of periodically unattended machinery spaces (7.24%), cleanliness of the engine room, including bilges (4.65%), protective arrangements for machinery to minimize danger to persons (3.19%) and operational conditions of the propulsion machinery and essential auxiliaries (2.19%)During the course of the campaign six member Authorities carried out a total of 1,097 inspections of individual ships using the CIC questionnaire. Recommendations for CIC on Propulsion and Auxiliary Machinery

Steamship Mutual P&I Club issues Loss Prevention Bulletin A Concentrated Inspection Campaign (CIC) on "Propulsion and Auxiliary Machinery" has been announced by the Paris MoU and Tokyo MoU and will commence on 1st September 2013. Steamship Mutual P&I Club issues a Loss Prevention Bulletin for the inspection campaign.The 45 Maritime Authorities of the Paris and the Tokyo Memoranda of Understanding on Port State Control (PSC) will begin a joint concentrated inspection campaign with the purpose to ensure compliance with SOLAS Chapter II-1. The duration of this inspection campaign will be three months, ending on 30th November 2013.Shipowners should note that other PSC MoU's will also carry out a CIC on the same topic during this period. During this campaign Port State Control Officers (PSCOs) will verify applicable documents and confirm the safety of propulsion and auxiliarymachinery, especially the working order and maintenance of the main engines, auxiliary engines, auxiliary equipment and their related alarm systems and controls. From September 1 to November 30, 2013 The Maritime Authorities of the Paris and the Tokyo Memoranda ofUnderstanding (MoU) on Port State Control will launch a joint ConcentratedInspection Campaign (CIC) with the purpose to ensure compliance withSOLAS Chapter II-1.The scope of the CIC is the safety of propulsion andauxiliary machinery, especially the working order and maintenance of themain engines, auxiliary engines, auxiliary equipment and their related alarmsystems. Special attention will be given to familiarity of the crew with safetyand emergency procedures with regard to these systems.This inspection campaign will be held for three months, commencing from 1September 2013 and ending on 30 November 2013.The propulsion and machinery installations will be verified in more detail forcompliance with the mentioned scope of the CIC during a regular Port StateControl inspection conducted under the regional ship selection criteria within theParis and Tokyo MoU regions.Port State Control Officers (PSCOs) will use a list of 12 selected items to verifycritical areas for the propulsion and auxiliary machinery installations, some ofwhich are related to documentation, main and auxiliary equipment, crewfamiliarization and operational controls.
