Joint CIC Questionnaire for Crew familiarization to Enclosed Space Entry

PSCOs will check 10 items during September November 2015 The Maritime Authorities of the Tokyo and the Paris Memoranda of Understanding (MoU) on Port State Control will launcha joint Concentrated Inspection Campaign (CIC) on Crew Familiarization for Enclosed Space Entry.The aim of the CIC is to ensure effective procedures and measures are in place to safeguard seafarers on board ships when entering and working in enclosed spaces and to check compliance with the applicable requirements of the SOLAS Convention.This inspection campaign will be held for three months, commencing from 1 September 2015 and ending 30 November 2015.The ship's procedures and measures that are in place with respect to enclosed spaces will be checked in detail for compliance with the requirements of SOLAS during a regular Port State Control inspection, conducted under the new inspection regime (NIR) within the Tokyo and Paris MoU regions.Port State Control Officers (PSCOs) will use a list of 10 selected questions to establish that crew members with enclosed space duties are familiar with relevant equipment and have received training to carry out their duties and identify and understand the hazards associated with entry into enclosed spaces. Enclosed Space Entry requirements

From 1 January 2015, crew is required to take part in enclosed space entry and rescue drills. International Maritime Organization (IMO) adopted amendments to SOLAS Regulation III/19 which added a new requirement for mandatory enclosed space entry and rescue drills. From 1 January 2015 all persons involved in enclosed space entries, and / or assigned enclosed space rescue duties, are required to take part in enclosed space entry and rescue drills at intervals not exceeding two months. Enclosed space entry and rescue drills should be planned and conducted in a safe manner, taking into account, as appropriate, the guidance provided in the recommendations developed by the Organization. Each enclosed space entry and rescue drill shall include, checking and use of personal protective equipment required for entry, communication equipment and procedures, instruments for measuring the atmosphere in enclosed spaces, rescue equipment and procedures and instructions in first aid and resuscitation techniques. Indian MoU announces new CIC for 2015

CIC on Enclosed Space Entry will be held jointly by others MoUs 1 September - 30 November 2015 The member Authorities of the Indian Ocean Memorandum of Understanding (IOMOU) announced the launch of a new Concentrated Inspection Campaign (CIC) on Crew Familiarization for Enclosed Space Entry. The three month campaign will start on September 1, 2015 and end on November 30, 2015. The campaign shall be conducted simultaneously with the Paris MoU, Tokyo MoU and other MoUs. The purpose of this CIC is to get a detailed insight of the compliance with the relevant Conventions/ Regulations as applicable.During the campaign period, member Authorities of the IOMOU will inspect within the resources available, as many ships as possible in conjunction with routine port State control inspections.Port State Control Officers (PSCOs) will apply a questionnaire listing nine selected areas to be covered during the concentrated inspection. BS MOU starts CIC on crew familiarization for enclosed space entry

The campaign starts on September 1, 2015 and ends on November 30, 2015 The six member Authorities of the (Bulgaria, Georgia, Romania, Russian Federation, Turkey, Ukraine) of the Black Sea Memorandum of Understanding on Port State Control will start a concentrated inspection campaign on Crew Familiarization for Enclosed Space Entry.The three-month campaign will start on September 1, 2015 and end on November 30, 2015 under the co-ordination of the Maritime Transport Agency of Georgia. New CIC on enclosed spaces to be launched this year

Paris MOU announced new CICs for both 2015 & 2016 Paris MOU held its 48th Committee meeting in the Netherlands last week in which confirming the subject of its new Concentrated Inspection Campaigns (CICs) for 2015 and 2016. Paris MoU jointly with Tokyo MOU will initiate a Concentrated Inspection Campaign this year (September- November) on crew familiarization for enclosed space entry while next year CIC will focus on the Maritime Labour Convention to verify compliance.The meeting was officially opened by the Minister of Infrastructure and the Environment, Melanie Schultz van Haegen. The meeting was attended by members of the Paris MoU, the European Commission, EMSA, Montenegro, observers from the International Labour Organization, US Coast Guard, Viña del Mar Agreement, Tokyo MoU, Caribbean MoU, Mediterranean MoU, Indian Ocean MoU, Abuja MoU and Black Sea MoU.High importance was given to the Concentrated Inspection Campaigns (CICs). Indian Ocean MoU issues Annual Report 2014

A total of 6059 inspections were carried out in 2014 The Indian Ocean Memorandum of Understanding (IOMOU) issued its Annual Report for the year 2014.The report summarizes the port State control (PSC) performed by the IOMOU member Authorities based on various ship types, flag States and Recognised Organizations. Apart from general information, this report provides the outcome of the results of PSC inspections undertaken by individual member Authority during the year 2014.In addition, this report also includes statistics and analysis on the results of inspections carried out by the member Authorities during the year 2014.Key PSC data A total of 6059 inspections were carried out in 2014. Out of these 6059 inspections, 3469 inspections had deficiencies and the total numbers of deficiencies were 16856.Serious deficiencies noted by PSCOs led to the detention of 379 ships. The detentions allow for the rectification of the serious deficiencies prior to the ships departure; the overall detention percentage for the year is 6.26%.There is increase in total number of inspections in 2014, compared with those in 2013; whereas, the detention percentage decreased from 7.07% recorded in 2013.The average number of deficiencies per inspection in 2014 (2.78) has slightly increased compared to the previous year ...
