The Cayman Islands underwent a successful audit last summer The Cayman Islands, spearheaded by the Maritime Authority, underwent a successful audit last summer by the Voluntary International Maritime Organization Member State Audit Scheme.The audit, which is conducted by specialist IMO appointed auditors, assesses the degree and effectiveness of a member states' implementation of the international maritime treaties and conventions. These treaties and conventions govern the way ships and operators comply with international regulatory requirements.The scope of the audit, done in the Cayman Islands in June 2011, covers the full range of member state responsibilities including coastal state, port state and flag state matters and it is a comprehensive assessment covering a wide range of governmental agencies.It is widely regarded that the effectiveness of a member states' implementation of the international requirements has a direct influence on the standard of its ships, as measured under the system of Port State Control. The Cayman Registry issues Guidance Letter The Cayman Registry issues Guidance Letter regarding Guidance for Shipowners and Management Companies to assist in implementing the Maritime Labour Convection, 2006 as follows:As you will be aware, the Maritime Labour Convention (MLC), 2006, will soon meet the required number of ratifications for entry into force internationally. With the Tonnage threshold already met, the thirtieth ratification is likely to be achieved in the next three to six months with the Convention entering into force 12 months after that. Therefore it is anticipated by most that the Convention will enter into force by Summer 2013.The MLC will be extended to the Cayman Islands by the UK who is the ratifying ILO Member State. Indications are that this will happen towards the end of 2012. In the meantime the Cayman Islands will be giving full effect to the MLC through their National legislation, which is how the Convention is intended to be implemented internationally. Whilst the Convention may not be extended to the Cayman Islands at the initial date of entry into force, we do not anticipate any negative impact on our ships or operators, provided that the legislation and procedures to give effect to MLC ...

Issue of Endorsements Attesting to the Recognition of a Certificate of Competency

Certificate of Competency (CoC) issued in accordance with STCW 95 The Cayman Registry issues Shipping Notice regarding Issue of Endorsements Attesting to the Recognition of a Certificate of Competency as follows:In accordance with the International Convention on Standards of Training, Certification and Watchkeeping (STCW 951), officers onboard a Cayman Islands ship are required to hold a Certificate of Competency (CoC) issued in accordance with STCW 95 from a country whose standards of competency and training are considered to be equivalent to those of the United Kingdom.In accordance with regulation I/10 of STCW 95, holders of such a CoC also require an endorsement from the Cayman Islands Shipping Registry attesting to the acceptance of their CoC.This Shipping Notice updates the list of countries who's Certificates of Competency are considered acceptable for service as an officer on a Cayman Islands ship.For more information, click here.Source: The Cayman Registry

BACKGROUND1.1 This notice offers general guidelines for the maintenance inspection and testing of life saving appliances on Cayman Flag vessel and it is not intended to replace the requirements of the appropriate International Conventions in force.1.2 This information was previously available in Shipping Notice 03/2004, however changes in Convention requirements have superseded the information in SN 03/2004.1.3 Shipping Notice 03/2004 is now withdrawn and replaced by this Notice.2. OPERATIONAL READINESS2.1 Before the ship leaves port and at all times during the voyage, all life-saving appliances shall be in working order and ready for immediate use. If life saving appliances are under repair, then suitable alternative arrangements approved by the Cayman Islands Shipping Registry should be made to ensure an equivalent level of safety is maintained3.
