MCA Marine Guidance Notice 512
UK Maritime and Coastguard Agency issued a Marine Guidance Notice regardingthe submission of information and completion of the format for the properties of cargoes not listed in the International Maritime Solid Bulk Cargoes (IMSBC) Code and their conditions of carriage – MSC.1/Circ.1453.
Shippers of solid bulk cargoes intended for carriage and which are not listed in appendix 1 of the International Maritime Solid Bulk Cargoes (IMSBC) Code, are required, prior to loading, to provide the Competent Authority of the port of loading with the characteristics and properties of the cargo in accordance with Section 4 of the Code.
Based on the information provided, the Competent Authority of the port of loading will assess the acceptability of the cargo for safe shipment and provide to the master a certificate stating the characteristics of the cargo and the required conditions for carriage and handling of that shipment.
On receipt of the information, the Competent Authority of the State of the port of loading will submit an application to the International Maritime Organization (IMO) within one year of the certificate being issued, for the cargo to be included in appendix 1 of the IMSBC Code. This application will be based upon the information provided and taking into account the IMO Guidelines and the format for submission.
