Singapore updates declaration of health requirements

The Maritime and Port Authority of Singapore (MPA) has announced a new directive requiring the mandatory submission of the Maritime Declaration of Health (MDH) for specific categories of vessels arriving at the Port of Singapore.

This update, based on a circular from the National Environment Agency (NEA), will take effect from 8 May 2025 and supersedes Port Marine Circular No. 09 of 2024. Vessels that fall into any of the following categories to submit the Maritime Declaration of Health (MDH):

  • Ships that have called at ports in any of the countries listed (Angola, Bahrain, Benin, Burkina Faso, Cameroon, Cape Verde, Central African Republic, Congo, Cote d’Ivoire, Democratic Republic of Congo, Gabon, Gambia, Ghana, Guinea, Guinea-Bissau, Iran, Jordan, Kenya, Kuwait, Lebanon, Liberia, Mali, Mauritania, Niger, Nigeria, Oman, Qatar, Saudi Arabia, Senegal, Sierra Leone, South Africa, Sudan, Togo, UAE, Uganda, Yemen, and Zimbabwe) in the past 21 days;
  • Ships with crew/passengers who have travelled to any of these countries in the past 21 days;
  • Ships with any person suspected of having infectious diseases or with a dead body onboard;
  • Ships with any sick person onboard.

The MDH, along with the following documents, must be submitted to the Port Health Office (email: [email protected]) 12 hours before arrival at the Port of Singapore:

  • Crew list / Passenger list;
  • Current copy of the Ship Sanitation Certificate;
  • Last 10 ports of call list;
  • List of all passengers and crew members with temperature above 37.5°C.

Non-compliance with the above requirements may constitute a breach of the Infectious Diseases (Quarantine) Regulations.

  1. The mandatory submission of the MDH may be extended to ships arriving from countries not currently listed if the global health situation changes, such as when new diseases of concern are detected.
