MPA Singapore announced that in line with the national move, existing Vaccinated Travel Lane arrangements via sea (VTL (Sea)) will be replaced by the Vaccinated Travel Framework with effect from 1 April 2022.
Vaccinated Travel Framework for Sea
Under the Vaccinated Travel Framework, all vaccinated travellers arriving in Singapore via sea from any country classified under General Travel will enjoy quarantine-free travel from 1 April 2022.
There will no longer be any designated VTL (Sea) ferry services, and the weekly quota under VTL (Sea) ferry services will also be lifted.
The Vaccinated Travel Framework will also apply to all ferry service routes, including new ones approved by MPA.
All travellers entering Singapore via ferry terminals must comply with the Vaccinated Travel Framework requirements:
Travel History
Travellers must not have been in any country in the Restricted Category within the last 7 days.
Pre-Departure Test (PDT)
Fully vaccinated travellers will no longer be subjected to an on-arrival test. However, they must take a PDT within two days[2] before departing for Singapore and obtain a negative test result.
This PDT can be a Polymerase Chain Reaction (PCR) test, a professionally administered Antigen Rapid Test (ART), or a self-administered ART that is remotely supervised by an ART provider in Singapore that provides such services.
The Ministry of Health will continue to monitor the local and global COVID-19 situations and consider removing the PDT requirement in the coming weeks. Children aged two years and below in the calendar year are not required to undergo PDT.
(Vaccination Requirements
All travellers must be fully vaccinated, and produce either a Digital Vaccination Certificate (DVC) or non-DVC issued in any country classified under General Travel or Singapore that is recognised by the Singapore authorities.
Children aged 12 years and below in the calendar year are not required to be fully vaccinated.
To facilitate a smooth arrival process in Singapore, all travellers are strongly encouraged to submit their health declaration via the SG Arrival Card e-service prior to departure for Singapore. The form has been simplified and can be completed easily and quickly for fully vaccinated travellers.
Unvaccinated travellers will continue to be subject to the prevailing COVID-related protocols, including testing requirements and SHN.
Additional Requirements for Short-Term Visitors
Short-term visitors will no longer be required to:
- Show proof of a hotel booking confirmation and payment for the duration of their stay in Singapore;
- Present a return ferry ticket corresponding to the duration of their stay in Singapore;
- Apply for a Vaccinated Travel Pass (Sea) to enter Singapore.
However, those who require a visa for travel to Singapore must separately obtain a visa. Short-term visitors must also purchase travel insurance, with a minimum coverage of S$30,000 for COVID-19 related medical treatment and hospitalisation costs, prior to travel to Singapore.
All travellers entering Singapore must comply with the prevailing health protocols and use the TraceTogether app in Singapore to facilitate contact tracing in Singapore.
