The Shanghai Development and Reform Commission is planning to issue a tender for developing 200MW of capacity at the Fengxian offshore wind farm by the end of 2019. The wind farm will be located in the north side of Hangzhou Bay.
The offshore wind farm will be developed about 12 kilometres off the coast, and will consist of four blocks. The tender is covering the two eastern blocks.

The plans for the additional offshore wind capacity were presented in the Shanghai Offshore Wind Power Construction Plan 2019, and the Competitive Work Plan for Fengxian Offshore Wind Power Project.
What is more, the Shanghai Electric Power Company has issued similar opinions as well, regarding the project’s grid connection.
In addition, Shanghai Investment Consulting and Shanghai Exploration and Design have finalized the wind measurement and the pre-feasibility studies for the region.
Finally, based on the results of the wind measurements, the site area features an annual average wind speed of around 7.2 m/s at the height of 95 metres, while the annual average wind power density is approximately 349.16W/m2 and is characterized as Level 3.
