Russian President Putin signed a law giving Rosatom a number of powers in the development of the Northern Sea Route. Namely, Rosatom will be responsible for managing the development and operation of the Northern Sea Route.
The law was adopted by the State Duma on December 11, 2018 and approved by the Federation Council on December 21, 2018.
The powers that Rosatom now has include:
- Developing and ensuring the implementation of proposals for the establishment of state policy on the development and operation of the Northern Sea Route, vessels engaged in icebreaking and infrastructure of seaports located on the coast of the Northern Sea Route;
- The organization of navigation of vessels in the Northern Sea Route and interaction with the captains of seaports located on the coast of the area;
- Interaction with authorities on the prevention and elimination of oil spills;
- Rosatom will be granting concession agreements regarding the Northern Sea Route.
Moreover Rosatom will coordinate several issues related to the development and operation of the infrastructure of seaports located on the coast of the Northern Sea Route, including proposals for the creation of such seaports and the decisions of the Ministry of Transport of Russia to open more of them.
What is more, Rosatom will be providing approvals of navigation rules in the Northern Sea Route, it will establish navigation and hydrographic support procedures and be responsible for the development of an infrastructure plan for the Northern Sea Route.
