Setting the Course for the future
Transport Canada has released a review of Canada’s Marine Oil Spill Preparedness and Response Regime on behalf of the Minister of Transport, Infrastructure and Communitites.
There are five key assumptions for improving the Regime:
Spill planning and the response resources allocated to prepare for spills should be based on risks specific to a geographic area. Potential polluters should be prepared, throughtheir contracted Response Organizations, toarrange a response to a worst-case scenariothrough cascading resources and mutualassistance agreements that supplement a A timely response to a spill is a key factorin mitigating its effects. Response planning should be focused onwhatever strategies are identified for ageographic area that will most effectivelylimit the environmental, socio-economicimpacts of a spill. Canadian taxpayers should not bear anyliability for spills in Canadian waters. |
Recommendations included at the review will set the course to enhance Canada’s Ship-source Oil Spill Preparedness and Response Regime, including its liability and compensation component.
