The Maritime and Port Authority of Singapore (MPA) and the International Tanker Owners Pollution Federation Limited (ITOPF) signed a Memorandum of Understanding (MOU) on Oil Spill Response & Vessel Rates on 10 Apr 2013 at the International Chemical and Oil Pollution Conference and Exhibition (ICOPCE) 2013 setting out the charges applicable to the oil spill response and anti-pollution services (Services) provided by MPA’s support oil spill response agencies. To incorporate new charges for various new craft and tugs to be used as oil spill response craft or tugs, an Addendum to the MOU was signed on 8 Jan 2014. A copy of the Addendum to the MOU is attached at Appendix A1.
With the signing of the Addendum, MPA has amended Paragraph 9 of the Maritime and Port Authority of Singapore (Scale of Dues, Rates and General Fees) Notification to reflect these changes, and to make various other amendments to the anti-pollution services and charges that it levies for the provision of such services.
These comprise:
- The removal of fire-fighting services and charges. Such services are now provided by the SCDF at the rates set out in their Fire Safety Regulations.
- The removal from service of various equipment that are now obsolete
- Changes to the administrative charge levied by MPA on the total charges payable to the MPA for the provision of Services
- Rights for MPA to charge such costs as it may actually incur to secure the provision by any operator or equipment owner of any oil spill response or anti-pollution
- Rights for MPA to separately charge for demobilisation, and for fuel, water and lubricants consumed, at the cost actually incurred by MPA.
