The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) has placed sanctions on third china-based “teapot” refinery for violating Iran sanctions.
As stated, OFAC is increasing pressure on Iran’s export of oil, designating the third “teapot” refinery and three port terminal operators in Shandong Province for their role in purchasing or facilitating the delivery of Iranian oil.
Most of Iran’s oil is bought by small refineries in China known as “teapots” and many are located in Shandong. This is the third time OFAC has targeted a teapot refinery and the first time it has sanctioned terminal operators in the region.
Furthermore, OFAC is also penalizing several companies, ships and ship captains involved in Iran’s “shadow fleet”.
As part of President Trump’s broad and aggressive maximum pressure campaign, Treasury today is targeting another teapot refinery that imported Iranian oil. The United States remains resolved to intensify pressure on all elements of Iran’s oil supply chain to prevent the regime from generating revenue to further its destabilizing agenda.

As part of this effort, OFAC is also sanctioning three companies that operate a port terminal at Dongying Port in China, which has received multiple shipments of Iranian oil since 2024. Two ship captains who have worked for years on sanctioned vessels are being targeted for helping Iran export oil.
