The World Shipping Council (WSC) is addressing the pressing need for enhanced safety measures by developing the Cargo Safety Program. As part of this initiative, the National Cargo Bureau (NCB) has been chosen as the independent provider for the Cargo Safety Program digital platform.
According to WSC, NCB, a non-profit organization and a leader in delivering safety initiatives and services to the maritime industry, plays a pivotal role. Their established software, Hazcheck, used for detecting, inspecting, and validating dangerous goods, forms the basis for the Cargo Safety Program solution. Hazcheck Detect, a cargo screening tool processing over 10 million bookings monthly, will be evolved into the new platform.
The Cargo Safety Program aims for standardization and a unified approach to cargo screening and inspection. It builds on Hazcheck Detect, incorporating a feedback loop for inspection results, ensuring consistency and comprehensiveness in safety procedures.

As a chosen provider, NCB expresses its commitment to preventing maritime disasters through safety enhancement. The organization is honored to deliver the Cargo Safety Program, anticipating transformative benefits through a globally standardized approach to cargo screening and inspections.
The Cargo Safety Program will rely on a digital solution comprising a Common Screening Tool, Verified Shipper Database, and a Database of Approved Container Inspection Companies. NCB, operating as an independent third-party vendor, will provide and operate these components.
The system’s core functionality involves screening booking information against a comprehensive keyword library and risk algorithm. High-risk bookings trigger further investigation or inspection, and continuous improvement is emphasized through lessons learned from experience. The overarching goal is to identify and rectify concerning conditions before introducing containers with dangerous cargoes into the supply chain.
