The M/V Goldy Seven (IMO 9132573), a Tanzanian-flagged vessel, was detained in Southampton, UK, on 26 May 2025 and refused access to the Paris MoU region.
Tanzania is currently listed under the “black” category in the Paris MoU’s Black-Grey-White (BGW) list, indicating a higher risk of substandard shipping. According to Paris MoU, this marks the vessel’s third detention in the Paris MoU region within the past 36 months.
As a result, and in accordance with Section 4 of the Paris MoU and Article 16 of EU Council Directive 2009/16/EC, the ship is now subject to a refusal of access order. Once it leaves its current port, it will be banned from entering any other ports or anchorages in the Paris MoU region, except those of its flag State.
Since this is the vessel’s first such refusal of access, the ban will last for a period of three months. Exceptions may be granted under special circumstances such as force majeure, safety concerns, pollution prevention, or if necessary repairs must be made, provided sufficient measures are taken to ensure safe entry and approved by the relevant authorities.
